When a firm may have to revise on agreement with a partner company, this facing substantial penalties, due to an unstable market environments, the firm is likely to perform this function internally. Safeguarding costs characterize the costs of an outsourcing provider acting opportunities after investments have been made in the inter-firm relationship and are the result of transaction specific investment. Measurement costs include all expenses with confirming that contracts have been fulfilled passably. The contracting firm may face substantial costs to estimate quality for contractual services. When the sum total of these transaction costs is substantial, internalization will be favored.

Privatization of intelligence services raises many concerns familiar to the debates over private military and security companies (PMSCs). One of the key problems posed by PMSCs is their use of potentially lethal force in an environment where accountability may be legally uncertain and practically unlikely; in some circumstances, PMSCs may also affect the strategic balance of a conflict. The engagement of private actors in the collection of intelligence exacerbates the first set of problems: it frequently encompasses a far wider range of conduct that would normally be unlawful, with express or implied immunity from legal process, in an environment designed to avoid scrutiny. Engagement of such actors in analysis raises the second set of issues: top-level analysis is precisely intended to shape strategic policy -- the more such tasks are delegated to private actors, the further they are removed from traditional accountability structures such as judicial and parliamentary oversight, and the more influence those actors may have on the executive.

Dieses neu entstandene Vakuum wurde jedoch rasch von einer neuen, weitaus unkalkulierbaren, konfliktträchtigen Zukunft abgelöst. Im Jahr 2005 gab es 249 politische Konflikte, von denen etwa 24 als echte Konflikte mit massivem Gewalteinsatz klassifiziert werden, die ausschließlich innerstaatlich zu verorten sind, wie auch die bei weitem überwiegende Zahl der Krisen auf innerstaatlichem Gebiet ausgetragen wird. Auch der internationale Terrorismus als effektive Bedrohung der Weltsicherheit skizziert seit dem 11. September ein Szenario, in dem sich eine Organisation, die als Zusammenschluss von Nationalstaaten gegründet wurde, um die Menschheit „von der Geißel des Kriegs“ zu befreien, angesichts dieser Situation einige Fragen über Zukunftsperspektiven stellen muss. Aus dieser neuen globalen Problemlage ist auch ein gestiegener und vor allem veränderter Informationsbedarf zu erklären, der nicht mehr nur durch nationale Informationsagenturen gedeckt werden kann und daher eine Neustrukturierung der internationalen Intelligence community nötig macht. In oft sehr unterschiedlichen Analysen taucht hierbei die Frage nach einer UN eigenen Intelligence Task Force immer wieder auf, sei es im Konzept eines umfassenden Monitorings, wie in der Agenda for Peace und später dem Millennium Entwicklungsbericht gefordert, oder aber im Zuge einer Auslagerung an eine private Sicherheitsagentur, deren strategisches Potenzial im Aufklärungsbereich trotz dem Problem der Verantwortlichkeit nicht zu vernachlässigen ist, wie deren intensiver Einsatz im laufenden Irak-Konflikt zeigt. Aber auch andere Optionen sind denkbar, wie etwa eine themenbezogene Zusammenarbeit im Intelligence Bereich, deren Realisierung man eventuell mit der schon lange diskutierten Reform einen Schritt näher kommen könnte. Außerdem möchten wir durch einen kurzen Überblick über die Europäische Zusammenarbeit auf diesem Sektor die Möglichkeit einer solchen außer Frage stellen. Wir möchten uns in dieser Arbeit nach einer, dem Rahmen der Arbeit angemessenen bisherigen Entwicklung und einer Bestandsaufnahme der gegenwärtigen Situation, der Frage widmen, welcher Bedarf und welche Optionen sich am Intelligence Sektor für das internationale Krisen- und Konfliktmanagment auftun, und wie sie vielleicht einige der zentralen Probleme der UNO lösen könnten.
