Police misconduct is a topic of great concern worldwide. However, the causes of police corruption are remarkably different. Understanding the unique political, historical, legal, and economic institutions of a country is essential in identifying the potential for police misconduct. The Contours of Police Integrity is the only book that examines police corruption and police integrity across cultures. Editors Carl B. Klockars, Sanja Kutnjak Ivkovich, and M. R. Haberfeld begin with an introduction to the issues surrounding police integrity, followed by chapters that focus on the critical cultural, political, and historical conditions that influence police conduct in fourteen different countries. Based on the largest systematic survey of police integrity ever conducted, this innovative text illustrates how officers in different cultures regard various types of corruption, how severely they think transgressions should be punished, and how willing they are to come forward to report infractions. Key Features Essays written by top criminal justice academics in each country Survey information from nations as diverse as Austria, Croatia, England, Pakistan, Japan, and the United States The opinions of nearly 14,000 police officers worldwide An instrument for determining the potential for police misconduct Designed as a supplemental text for police administration and management, ethics in criminal justice, comparative criminal justice, and comparative policing courses at both the graduate and undergraduate level, The Contours of Police Integrity is also an indispensable resource for regional policing institutes and police training academies.

Historically, in the United States, there have been many times when public trust in the integrity of the police has been questioned. In July 1996 the National Symposium on Police Integrity took place. The noteworthy participants agreed that understanding how to establish & maintain integrity was a common concern for law enforcement. What followed was an intense brainstorming session. This report represents the thinking that took place there. A must read for anyone in law enforcement. Extensive bibliography.

Available in PDF, EPUB and Kindle. Book excerpt: Patrol Field Problems and Solutions was developed as an operational manual for law enforcement officers working in the field. Because policies and regulations are always changing in police agencies, this guide offers timely solutions to problems and situations commonly encountered in the field. Criminal acts with which law enforcement officers must deal range from that of a serial killer or rapist to petty theft and vandalism by juveniles. This book offers case examples together with solutions to promote the best possible action by police. Topics include domestic violence situations, traffic violations, federal offenses, child abuse, sex offenses, hate and bias crimes, and substance abuse as it relates to criminal activity. There are guidelines for search and seizure procedures, dealing with mentally impaired individuals, working with youthful offenders, and protocol for finding wanted and missing persons. Crime scene investigation is explained as well as working in cooperation with other agencies. This book can be used as a training manual for new recruits and as a method for evaluating performance of officers already working in the field.

Available in PDF, EPUB and Kindle. Book excerpt: Synopsis of the findings of a comprehensive review of the state-of-the-art in traditional preventive patrol operational activities of uniformed officers assigned to general patrol duties. The five principal and most commonly accepted goals of patrol -- deterrence, apprehension, provision of non-crime related services, provision of a sense of community security and satisfaction with the police, and recovery of stolen goods -- are identified, and each is examined in terms of the hypotheses and assumptions which link specific patrol activities, tactics, and strategies to goal attainment. Attention is devoted to determining the validity of these hypotheses and assumptions and to the type and quality of the measures of effectiveness which are used to gauge the contribution of various patrol practices to the overall aims of patrol. The report then considers the inputs and processes which comprise preventive patrol: characteristics of patrol personnel, modes of transportation, deployment practices, supervision, and in-service task assignments. Prescriptive statements based on this assessment of the current state of knowledge about patrol conclude this report. The final chapter discusses aspects of patrol most in need of further study and offers some suggestions and lessons concerning the execution of research on patrol. The information and conclusions presented in this report were developed from a review of available literature, reports of projects supported by LEAA and the police foundation, direct contact with all LEAA regional offices, discussions with state planning agency representatives, a survey of some 300 police and sheriffs' departments throughout the country, and 26 site visits.
