Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The integration policy and the enlargement process of the EU have changed the requirements to its framework and institutions. The present structure of the European Union is no longer adequate to face future challenges. Accordingly the integration process needs to be reevaluated. However, not all members will be able to participate equally within the new framework. Some states are likely to hold prominent positions, while others will find themselves at the periphery. This thesis shows that the model of a "Multi Speed Europe" and especially differentiated circles of integration and cooperation will be the future of the European Union. The review of the expansion process shows that the EU has become to heterogenic to stick to old integration models. Political culture, national interest and economic performance highly determine the ability to integrate. The analysis of the Common Foreign/ Defense and Security Policy of the EU reveals that each political discipline will have its own core or circle of states that is closely integrated and willing to cooperate. The concentrated circles will remain open, giving other members opt-in possibilities. Poland's political culture as well as its recent defense and security policy serve in the case study as an example for the future and current integration into the EU framework. Poland's case is of special interest because of its geopolitical situation and political culture. Despite having a history of oppression and changing national interests, Poland greatly contributes to the development of an efficient and closely integrated CDSP. Especially the cooperation with France and Germany shows the new core circle of Europe regarding security policy. Finally, based on a summary of the main aspects of the European Expansion and Integration and an expert interview, this thesis provides short conclusion on the topic that includes future outlooks regarding the structure of Europe and its integration framework".

Book excerpt: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to inter-national organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. Contrary to widely held assumptions, the idea of a progressive weakening of the nationstate does not prove tenable.
