Book excerpt: The RAND National Defense Research Institute assessed the potential impact that fielding the five Army vehicle modernization programs would have on the operational energy requirements of combat, combat support, and combat service support forces. The modernization programs planned at the start of the research were the Ground Combat Vehicle (since cancelled), the Armored Multi-Purpose Vehicle, the Joint Light Tactical Vehicle, the Paladin Integrated Management program vehicle, and the Modular Fuel System. The authors developed and applied a methodology that leveraged detailed combat effectiveness models to account for the operational energy needs associated with supporting combat missions.

Book excerpt: Modern combat operations are predominantly joint or combined arms, in which different forces and weapon systems come together to fight as a single entity - as a system composed of many different systems. For land forces, system of systems typically exists at battalion and above-sized forces. This thesis investigates the effects of two types of terrain (urban and rivers) on combat operations. Using a synthesis of various simulation techniques (rapid scenario generation (RSG), red teaming, experimental design, data analysis, and cluster and outlier analysis), 2,827 of these operations are simulated to understand how the individual systems perform and provide insights into the effects of terrain on battle outcomes. With the operational scenario requiring the simulation of force sizes that were the largest ever attempted (battalion and brigade for the urban and river crossing scenarios, respectively) in Map Aware Nonuniform Automata (MANA, an agent-based simulation environment), an RSG tool was developed. This tool allows future MANA users to easily create combat models at the systems level. Results indicate that both types of terrain are disadvantageous for the attacker, especially the urban terrain. It is found that success in the attack relies critically on the survivability of armor protection, specifically to be able to survive at least three good shots from antiarmor weapons. In addition, for both the defender and attacker, responsive communications was identified as a key determinant of battle outcome and a threshold of less than 1.5 to 2 minutes is required for communications to be effective in enabling effective indirect fires.

The study suggests ways to synthesize lessons from research on heuristics and biases with those from "naturalistic research." It also discusses modern tools, such as increasingly realistic simulations, multiresolution modeling, and exploratory analysis, which can assist decisionmakers in choosing strategies that are flexible, adaptive, and robust.

Book excerpt: The concept of Effects-Based Operations (EBO), enabled by Network-Centric Warfare (NCW), is developing rapidly as diplomats and war planners move to confront global threats in the new millennium. Modeling the NCW EBO process attempts to codify the belief structure and reasoning of adversaries and their cause-effect relationships with US and coalition actions, including mitigating undesired effects. A systematic EBO approach requires modeling, simulation, and evaluation tools to quantify the expected effects for different Courses of Action (COA). The problem with realizing a systematic approach is that typically the tools used at the strategic level are different than the tools used at or close to the tactical and operational level. This paper proposes a new method for bridging the quantitative measures provided by these toolsets. The paper describes an end-to-end process for developing the higher-level effects-based model, selecting and interfacing the attrition-based models with the EBO model, and performing evaluations using the combination of the different-level models. This illustration shows where the interfacing can be done between the models as well as how additional events or effects can be added to quantify performance parameters at the interface boundary.

Book excerpt: This thesis describes the development of a methodology to model chemical weapons use in the Joint Staff's Joint Warfare Analysis Experimental Prototype (JWAEP) and to quantify the resulting effects. The methodology incorporates organic unit assets and theater-level chemical assets into JWAEP by using the three principles of nuclear, biological, and chemical defense (NBC) which reflect joint and Army doctrine, and combines them with the basic concepts already used in existing theater-level models. Other aspects of the problem include representing chemical 'packages' on the battlefield, determining attrition and time effects, adjusting unit effectiveness, determining chemical package intelligence acquisition procedures, identifying solution techniques, verifying the results, and making recommendations. The proposed solution techniques provide a feasible methodology for integrating high resolution modeling into a low resolution model. The algorithms incorporate the chemical estimate process, Mission Oriented Protective Posture (MOPP) analysis, and employment of appropriate doctrinal unit tactics based on a perception of existing or potential chemical weapons use. Thus, the methodology provides accurate input into the JWAEP for approximating real world results as well as a structured and quantifiable framework reflecting joint and Army doctrine that can be used for stand alone chemical effects analysis. ANNOTATION: Reprint: odeling a Chemical Battlefield and the Resulting Effects in a Theater-Level Combat Model.
