Book excerpt: The Government's Cutting Crime strategy was introduced in 20-07 to re-focus crime prevention activity on areas where progress on crime reduction has been slow, particularly youth crime, more serious offending, anti-social behaviour, reducing re-offending and designing-out crime. To be successful in tackling youth anti-social behaviour and ensuring perpetrators do not progress to more serious offending, enforcement must be coupled with support. A more effective long-term prevention strategy must focus on early intervention with young children and their parents. The Government has made a good start in this area, but needs to go further, ensuring that support reaches the most vulnerable and is available throughout the childhood years. Starting secondary school is a particularly formative time for children; mentoring would help those lacking support at home to manage this transition. Whilst the frequency of re-offending has been reduced there are still groups with very high re-offending rates, particularly young men and those serving short-term custodial sentences. Prisons must do more to ensure that training and employment meets the needs of individual prisoners and the labour market, and to ensure that a higher proportion of individuals benefit from resettlement support. The Government should also place more emphasis on measures to prevent opportunities for crime, including fast progress towards meeting its goal of introducing an early warning system to identify emerging crime trends

The Security Field: Crime Control, Power and Symbolic Capital gets to grips with these changes and argues that this forms an emerging field in which different players appear to compete and co-operate but are ultimately vying to shape and order the field. This book draws on new thinking in the social sciences on questions of crime, fear and security and contributes to the expanding interest on the sociology and criminology of security by offering a Bourdieusian approach to plural policing and the everyday political economy of security. Drawing from Bourdieu’s concept of field, this book builds a theory of the security field based upon a series of in-depth interviews with security actors such as senior police officers, NGOs, private security professionals, government officials and community safety workers in Ireland. It demonstrates how security producers compete for cultural capital in its many forms – as data, information and relationships – and ultimately as a way of cementing their positions in this emerging field. Consistently high re-offending rates have led to the radical overhaul with almost half of all prison-leavers reoffending within 12 months - for those serving less than a year that figure rises to almost 58 per cent. For the first time all offenders, including those serving less than 12 months, will be subject to mandatory supervision and tailored rehabilitation on release from prison. Further plans include: a greater use of mentors to meet offenders at the prison gate and support them in the community; only paying in full for services that are proven to work at reducing re-offending; and opening up rehabilitation services to a much wider range of providers, who are free to innovate and do the things that work to turn offenders' lives around. What we do at the moment is send people out of prison with £46 in their pocket, and no support at all. The proposals will see all of those sentenced to prison or probation properly punished while being helped to turn away from crime for good. They will also mean taxpayers' money is only spent on what works when it comes to cutting crime. These proposals build on a consultation from last year which set out plans to open up rehabilitation services to the private and voluntary sector to drive innovation through the criminal justice system and increase the use of Payment by Results
