Book excerpt: Bridge management system (BMS) is an effective mean for managing bridges throughout their design life. BMS requires accurate collection of data pertinent to bridge conditions. Non Destructive Evaluation methods (NDE) are automated accurate tools used in BMS to supplement visual inspection. This research provides overview of current practices in bridge inspection and in-depth study of thirteen NDE methods for condition assessment of concrete bridges and eleven for structural steel bridges. The unique characteristics, advantages and limitations of each method are identified along with feedback on their use in practice. Comparative study of current practices in bridge condition rating, with emphasis on the United States and Canada is also performed. The study includes 4 main criteria: inspection levels, inspection principles, inspection frequencies and numerical ratings for 4 provinces and states in North America and 5 countries outside North America. Considerable work has been carried out using a number of sensing technologies for condition assessment of civil infrastructure. Fewer efforts, however, have been directed for integrating the use of these technologies. This research presents a newly developed method for automated condition assessment and rating of concrete bridge decks. The method integrates the use of ground penetrating radar (GPR) and infrared thermography (IR) technologies. It utilizes data fusion at pixel and feature levels to improve the accuracy of detecting defects and, accordingly, that of condition assessment. Dynamic Bayesian Network (DBN) is utilized at the decision level of data fusion to overcome cited limitations of Markov chain type models in predicting bridge conditions based on prior inspection results. Pixel level image fusion is applied to assess the condition of a bridge deck in Montreal, Canada using GPR and IR inspection results. GPR data are displayed as 3D from 24 scans equally spaced by 0.33m to interpret a section of the bridge deck surface. The GPR data is fused with IR images using wavelet transform technique. Four scenarios based on image processing are studied and their application before and after data fusion is assessed in relation to accuracy of the employed fusion process. Analysis of the results showed that bridge condition assessment can be improved with image fusion and, accordingly, support inspectors in interpretation of the results obtained. The results also indicate that predicted bridge deck condition using the developed method is very close to the actual condition assessment and rating reported by independent inspection. The developed method was also applied and validated using three case studies of reinforced concrete bridge decks. Data and measurements of multiple NDE methods are extracted from Iowa, Highway research board project, 2011. The method utilizes data collected from ground penetrating radar (GPR), impact echo (IE), Half-cell potential (HCP) and electrical resistivity (ER). The analysis results of the three cases indicate that each level of data fusion has its unique advantage. The power of pixel level fusion lies in combining the location of bridge deck deterioration in one map as it appears in the fused image. While, feature fusion works in identification of specific types of defects, such as corrosion, delamination and deterioration. The main findings of this research recommend utilization of data fusion within two levels as a new method to facilitate and enhance the capabilities of inspectors in interpretation of the results obtained. To demonstrate the use of the developed method and its model at the decision level of data fusion an additional case study of a bridge deck in New Jersey, USA is selected. Measurements of NDE methods for years 2008 and 2013 for that bridge deck are used as input to the developed method. The developed method is expected to improve current practice in forecasting bridge deck deterioration and in estimating the frequency of inspection. The results generated from the developed method demonstrate its comprehensive and relatively more accurate diagnostics of defects.

The novel assessment system proposed here can feasibly and effectively provide support for bridge management and maintenance.

Nondestructive testing (NDT) has been successfully embedded in the maintenance process in several applications in aerospace as well as in civil engineering. The simultaneous use of different nondestructive approaches could improve infrastructure condition assessment. As an example, Federal Highway Administration has recently developed a robotic multifunctional nondestructive evaluation platform to assess bridge decks that leverages high definition imaging, electrical resistivity, ultrasonic based methods and ground penetrating radar. Such systems might be expensive, however, NDT equipment is becoming increasingly affordable and the effective integration of few different nondestructive methods could significantly improve the way infrastructures are assessed. This research discusses how heterogeneous multi-sensing nondestructive approaches can be implemented and integrated for the assessment of civil as well as aerospace structural components. A combination of multiple NDT techniques was applied on a number of complex structural elements such as 7-wire strands, composite aircraft wing specimens, concrete masonry walls, mock-up and in situ bridge decks. A multi-spectral inspection system based on RGB and IR imaging for rapid assessment of bridge decks was developed. The developed system was installed on both aerial and ground based vehicles. A detailed calibration process of Infrared Thermography and the effect of environmental factors on its system efficiency were included. The multi-sensing NDT approach used in this study consisted of two acoustic and one optical technique. Ultrasonic (UT) and Acoustic emission (AE) were used as acoustic approach whereas Infrared Thermography (IRT) was used as Optical NDT approach. Each of these techniques has miscellaneous advantages and their integration can provide valuable information regarding the condition of a structure. A data fusion approach was also implemented by combining impact echo (IE) and infrared thermography (IRT) on a concrete bridge deck specimen with embedded delamination to increase the reliability of results. The research performed has allowed to demonstrate the potential and limitations of selected NDT methods on structural components and has provided the necessary understanding to develop a framework to leverage multi-sensing heterogeneous NDT approaches. The validation of the framework on specific case studies was the goal of this research work.

Bridges are also subject to a natural process of deterioration of construction materials, as well as natural and environmental events such as flooding, freezing, thawing etc. Health monitoring and assessment of the structural integrity of bridges have been the focus of engineers and researchers for decades. Currently, the various aspects of bridge health are monitored separately. However, measuring these aspects independently does not give the overall health of the bridge and crucial indicators of structural damage can be neglected. Generally, bridge health assessments take the form of individual NDT (non-destructive techniques) detecting individual defects. However value can be added to these results by combining and comparing the findings of several different NDT surveys. By completing this, a more accurate assessment of bridge health is obtained. This increases confidence in the decision as to whether remedial action is necessary. In this thesis an integrated bridge health monitoring approach is proposed which applies several NDT specifically chosen for bridge health assessments, thus achieving this added value. This method can be used as a part of a comprehensive bridge monitoring strategy as an assessment tool to evaluate the bridges structural health. This approach enables the user of this approach to obtain a detailed structural report on the bridge with all the necessary information pertaining to its' health, allowing for a fully educated decision to be made regarding whether remedial action is necessary. This research presents the results of the applications of such methods on case studies utilising Ground Penetrating Radar (GPR), IBIS-S technology / system (deflection and vibration detection sensor system with interferometric capability) and Accelerometer sensors. It also evaluates the effectiveness of the adopted methods and technologies by comparing and validating the yielded results with conventional methods (modelling and visual inspection). The research presents and discusses processed data obtained by the above mentioned methods in detail and reports on challenges encountered in setting up and materialising the assessment process. This work also reports on Finite Element Modelling (FEM) of the main case study (Pentagon Road Bridge) using specialist software (SAP2000 and ANSYS) in order to simulate the perceived movement of the bridge under dynamic and static conditions. The analytical results output were compared with results obtained by the applications of the above non-destructive methods. Thus by using these techniques the main aim of this thesis is to develop an integrated model/approach for the assessment and monitoring of the structural integrity and overall functionality of bridges. All the above methods were validated using preliminary case studies (GPR), additional equipment (accelerometers for IBIS-S validation) and additional techniques and information (SAP 2000 and ANSYS were compared to one another and IBIS-S results). All of these techniques were applied on the Pentagon Road Bridge. This bridge was chosen as no information was available regarding its structural composition. Visual inspection showed the external defects of the structure: cracking, moisture ingress and concrete delamination was present in one of the spans of the bridge. The GPR surveys gave the position of the rebars and also signs of moisture ingress at depths of 20cm (confirmed using velocity analysis). IBIS-S gave results for the deflection of the structure. FEM was used to model the behaviour of the bridge assuming no defects. To achieve additional model accuracy the results of the rebar position were input in to the model and it was calibrated using IBIS-S data. The deflection results from the model were then compared to the actual deflection data to identify areas of deterioration. It was found that excessive deflection occurred on one of the spans. It was thus found that all NDT indicated that a particular span was an area of significant deterioration and remedial action should be completed on this section in the near future. Future prediction was also completed by running simulations in ANSYS for increasing crack lengths and dynamic loading. It was found that if there is no remedial action excessive beam bending moments will occur and eventual collapse. The results of this research demonstrated that GPR provided information on the extent of the internal structural defects of the bridge under study (moisture ingress and delamination) whilst IBIS-S technology and Accelerometer sensors permitted measurement of the magnitude of the vibration of the bridge under dynamic and static loading conditions. The results depicted similarities between the FEM results and the adopted non-destructive methods results in location and pattern. This work can potentially contribute towards a better understanding of the mechanical and physical behaviours of bridge structures and ultimately assess their life expectancy and functionality.

Book excerpt: Bridges are vital elements of the civil infrastructure system in terms of mobility, environment, economy, and development of communities. Maintaining bridges at sufficient functional and safety levels is an important mandate to ministries of transportation. The 2016 Canada infrastructure report card alarmed that more than 26% of bridges in Canada have deteriorated and the bridges are mostly rated as fair, poor or very poor (CIRC 2016). In the United States, the report card on America's infrastructure assigned grade "C+" to bridge infrastructure (ASCE 2017). Hence, developing rational decision support methods that can assist in managing the vast bridge infrastructure is of paramount importance. This research aimed toward developing a decision support methodology for concrete bridges capable for optimizing the Maintenance, Repair and Replacement (MRR) actions under Performance-Based Contracting (PBC) arrangement through implementing the following steps: i) develop an integrated condition assessment and rating model, ii) develop a forecasting model to assess bridge condition reliability and predict future deteriorations/improvements, iii) develop short- and long-term optimized rehabilitation plans, and iv) design a PBC-based framework for rehabilitation decisions. Upon studying bridge inspection standards and current practices, the research introduces the Quality Function Deployment (QFD) theory and Weibull Distribution Function (WDF) to produce novel methods to rate the current bridge conditions and forecast future performance. These methods integrate data extracted from visual inspection and Ground Penetrating Radar (GPR) surveys. The k-means clustering technique is utilized to develop a rating index that recommends suitable MRR actions based on an integrated condition rating. The Genetic Algorithm (GA) optimization technique is applied to select the best combinations of rehabilitation strategies under the PBC scheme. The integrated rating along with the GA optimization ultimately develop a recommended work program that considers the identified performance triggers and budget constraints. The research contributes a novel PBC-based decision support framework to the area of bridge management that enhances efficiency in implementing MRR strategies while maintaining the delicate balance between the different stakeholders' requirements and goals. The developed methodology is implemented and tested on data extracted from bridge inspection reports and GPR scans, mainly on bridges in Quebec, Canada. Ministries of transportation can benefit from the condition rating and deterioration modeling to assess their bridges' condition and to interfere and do a rehabilitation action before reaching the end of useful service life. The GA-based model provides the maintenance contractors with optimized interventions plans that specify what type of MRR actions to do and when. Further, it assists the ministries to set the budget for such projects. The PBC framework is expected to assist both the transportation agencies and maintenance contractors in arriving at a fair contract value while maintaining the desired bridge performance.
