Book excerpt: The freshwater system of the world is undergoing continuous natural changes in terms of quality, quantity and morphology. These changes are further accelerated due to increasing human exploitation of water resources caused by increasing population pressure demanding more water for several uses such as irrigation, drinking water, hydropower, and others. Environmental degradation has further increased pressure on water resources. In many areas increased demand for use of water resources has resulted into increased water use conflicts between water user groups and among various sectors: irrigated agriculture, tourism, industry, drinking water supply and new development projects. Increased competition for water resources among and within sectors has necessitated the need for an integrated approach in the management of water resources at basin level.

Book excerpt: The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. The research helped to develop appropriate mechanisms for providing support to Farmer-Managed Irrigation Systems (FMIS) and the initiation of participatory irrigation management (PIM). The river basin studies helped policy formulation for integrated planning and management of water resources besides the methodological contribution through the development of appropriate tools for water management studies. It also contributed to enhancing the capabilities of agency officials and local researchers through their involvement in research activities.

It documents the major concerns in relation to Melamchi project on the Indrawati basin community, and illustrates the preliminary assessment of major project impacts in the basin. This paper particularly concentrates on, the likely impacts of the water diversion project on the economic and social fronts and local water use decisions, and also on the local environment. The major findings of the study in the Indrawati basin are summarized below.

Book excerpt: This report is based on a research project financed by the Asian Development Bank (ADB) to conduct a regional study for the development of effective water management institutions (ADBRETA no 5812). Research activities were conducted in five river basins in Indonesia, the Philippines, Nepal, China and Sri Lanka for a period of three years commencing from 1999. The river basin studied in Sri Lanka was the Deduru Oya river basin in the North Western Province of the country. This report contains the findings of the Deduru Oya basin study. The overall objective of the case study conducted in Sri Lanka was to help the government of Sri Lanka to improve the institutions managing scarce water resources within the frame work of integrated water resources management. This case study included a comprehensive assessment of the existing physical, socio-economic and institutional environment in the river basin and also the long term changes that are likely to take place.

Book excerpt: Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

Book excerpt: Although the protection of the aquatic environment is high on the world water resources agenda, most developing countries still lack the technical and institutional capacity to establish environmental water allocation practices and policies. The existing methods of assessment of environmental water allocations are either complex and resource-intensive or not tailor-made for the specific conditions of a particular country or region. To promote emerging concepts of environmental flow assessment and management, it is important to change the dominant perception that environmental demand is the least important and create awareness among responsible authorities about existing methodologies and processes that should be followed. This report presents some of these approaches and illustrates their applicability in the specific context of the East Rapti River basin, which features one of the main tourist attractions of Nepal, the Chitwan National Park.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes water policies in South Asia from the perspective of Integrated Water Resources Management (IWRM). It seeks to address the problems of water scarcity, conflict and pollution resulting from the gross mismanagement and over-exploitation of this finite resource. Highlighting the need for IWRM in mitigating abuse and ensuring sustainable use, it discusses issues relating to groundwater management; inter-state water conflicts; peri-urban water use; local traditional water management practices; coordination between water users and uses; and water integration at the grassroots level. With case studies from India, Bangladesh, Pakistan, and Nepal, the innovative, painstaking and transnational researches presented in the volume deal with questions of equity, gender, sustainability, and democratic governance in water policy interventions. It will interest researchers and students of development studies, environmental studies, natural resource management, water governance, and public administration, as also water sector professionals, policymakers, civil society activists and governmental and nongovernmental organizations.

Book excerpt: Integrated Water Resources Management (IWRM) is an approach that promotes the coordinated development and management of water, land and related resources, in order to maximize economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. Without public interest and participation, successful implementation of IWRM plans for river basin cannot be possible. Further to this, management at the watershed level to assure water supplies to support livelihood (i.e. domestic water, irrigation, industries, etc.) and sustainable groundwater development requires water augmentation through water conservation structures, and pollution control will also play a vital role. In India, because of limited period of rainfall during Monsoon (i.e. three to four months), water conservation and rainwater harvesting have been practiced since ancient days in order to meet water demands throughout the year. These structures are generally constructed and operated through the public participation. Keeping in view of the importance of public partnership, the role of public partnership in context of water-related awareness and practices has been investigated in different parts of the Yamuna River basin. The investigation evaluates the impact of various water conservation devices on livelihood; compares the performance of recently developed water conservation structures with ancient structures; examines spatial variation of water-related problems in the basin; and proposes an institutional setup for effective governance.

Available in PDF, EPUB and Kindle. Book excerpt: It is often assumed that upstream land use practices have important impacts on water resources and affect the downstream users at a watershed scale, Payments by downstream users to upstream users for "environmental services" such as good water quality, less sediments or more regular water flow are widely discussed. However, much controversy exists about the direction and magnitude of such impacts, how they influence the relationships between upstream and down-stream users, and which mechanisms allow for a sharing of resulting benefits and costs by all resource users in a watershed context. To address these issues, the FAO Land and Water Development Division organized the electronic workshop "Land-Water Linkages in Rural Watersheds" from 18 September to 27 October 2000. The present publication contains the proceedings of the workshop and two papers that set the stage for the workshop discussions. The complete workshop documentation, including discussion archive, background papers, and case studies, is included on the CD-ROM that accompanies the document.
