Book excerpt: This Baseline Survey Report brings together the information collected through baseline surveys across the five countries supported by the project Integrated Country Approach (ICA) for boosting decent jobs for youth in the agrifood system (2019-2023). The ICA baseline surveys provide an in-depth understanding of the socioeconomic situation of the beneficiaries of the ICA pilot models before receiving support, the characteristics of their agribusinesses, as well as of their access to information and communication technology (ICT), finance and training. The report aims to foster information sharing across countries, highlight common challenges and lessons learned from the data collection process, and possibly inspire other similar youth employment interventions on the basis of the lessons learned from the ICA baselines and the changes that they induced for the overall theory of change of the ICA project.

FAO recognizes that youth are already at the frontline to build more sustainable agrifood systems and are best placed to rejuvenate the sector, acquire the knowledge and skills needed to innovate, uptake new technologies, and spearhead the digital transformation. The Organization provides support to countries to develop more youth-inclusive policies, strategies, investments and programmes, in order to enhance the overall well-being of young women and men. This compendium of good practices brings together snapshots of selected FAO's youth-specific projects, activities and products in support of the Rural Youth Action Plan (RYAP) first biennium of implementation (2021–2022).

To achieve this goal, the Organization must reach the poor and the extremely poor in rural areas, analysing their needs and aspirations and providing effective guidance for the design of policies and investments that foster inclusive and sustainable development. This guide was developed to strengthen the Organization’s work on rural poverty reduction and inclusivity over the coming years. It provides key information to measure poverty, characterize rural populations, and identify their constraints to target them more accurately. The guide includes five chapters. Chapter 1 explains the structure, content, and use of the guide, as well as its intended users and objectives. Chapter 2 discusses how poverty is measured, focusing on the different indicators that can be used, depending on the context, specific circumstances, data availability and policy objectives. Chapter 3 provides guidance on how to build a poverty profile and produce poverty maps to understand who the poor are and where they are located. Chapter 4 focuses on the targeting process, on various targeting techniques and on how to choose one over another to ensure that programmes and projects effectively combat poverty, particularly in rural areas. Finally, Chapter 5 sets the next steps for the development of further analytical guides. The various chapters provide an overview of both widely used and emerging techniques in poverty analysis, focusing on quantitative methods, and giving constant attention to FAO’s areas of work and the challenges posed by operating in rural areas.

Book excerpt: This publication is intended to assist field practitioners, youth organizations and other stakeholders to identify binding constraints and viable opportunities to youth engagement in value chains that can translate into greater youth inclusion. Considering youth heterogeneity and inequalities, the youth sensitive framework for value chain analysis gives guidance to assess factors that push and pull youth into employment and entrepreneurship in value chains. The youth-sensitive value chain (YSVC) analysis is a starting point for youth-inclusive agricultural value chain development, since it identifies entry points and key actions expected to bring about the desired increase in employment and business opportunities for youth within a more attractive agriculture sector.

Book excerpt: The aim of this publication is to provide a comprehensive assessment of the current state of financial inclusion among the Kenyan youth, especially those residing in rural and financially underserved areas. In particular, the study seeks to illustrate the clear linkage between the substantial financial access gap faced nowadays by the Kenyan youth and their inability to pursue high value-added entrepreneurial opportunities, chiefly in the agribusiness sector. The study sets out to analyze the core constraints and opportunities associated with the provision of tailored financial services to young Kenyans (especially first-time entrepreneurs), while showcasing the essential role that key supporting actors (such as the government, international development institutions, NGOs, foundations and many others) can play in fostering the provision and uptake of such services.

This book was released on 2024-02-12 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: Digitalization is a potential game-changer to boost youth engagement and leadership in agrifood systems. Digital engagement can increase youth access to timely information, training, or marketing opportunities while providing more venues for peer learning, networking, and participation in policy dialogues. Yet, the transformative power of digital technologies also entails the risk of widening existing divides. As we seek to engage youth in the digital space, we must consider a series of interrelated factors that influence their online experiences ranging from digital access, use, and literacy, to overall information flows, offline communication resources, social interactions, and the norms shaping them. These methodological guidelines will be a useful resource for development professionals who wish to leverage communication and digital technologies in their work with and for youth. The document provides an analytical framework and practical orientation to conduct age-specific and gender-responsive research on digital readiness and the overall communication ecosystem of young people in order to inform inclusive engagement strategies and youth-centred digital services. Section 1 explains the rationale behind investing time and resources in appraising the existing communication ecosystem before designing any initiative aimed at engaging youth in agrifood systems and in rural areas. Section 2 outlines an analytical framework to unpack the digital readiness and the communication ecosystem of young rural women and men along major investigation areas: digital access, use and skills; information flows; offline communication resources; and social capital and social norms. Section 3 describes how to conduct hands-on research combining the use of both qualitative and quantitative methods. Section 4 summarizes final considerations and take-home messages. The Annexes provide two examples of data collection tools, namely a mobile survey questionnaire and a focus group discussion guide, while the Field Stories present real-life examples testifying to the multiple and varied applications of the methodology within the scope of FAO’s Integrated Country Approach (ICA) for Boosting Decent Jobs for Youth in the Agrifood System project.

This book was released on 2021-11-19 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Flexible Multi-Partner Mechanism (FMM) is a mechanism through which FAO’s resource partners make unearmarked or lightly earmarked voluntary contributions to support achievement of FAO’s Strategic Objectives. OED conducted an evaluation of the current phase of FMM (2018–2021). The purpose of the evaluation was to inform FMM’s main stakeholders about the fund’s overall performance and also inform its next phase (2022–2025). The evaluation assessed FMM’s strategic positioning; effectiveness of the revised governance and implementation arrangements; key contributions to the achievement of FAO’s Strategic Objectives; and the adaptability of FMM to respond to unplanned scenarios and changes. The evaluation found FMM to be of strategic relevance to FAO as a vehicle for financing innovation, under-funded or emerging areas with flexibility to allocate voluntary contributions to FAO priorities. The evaluation also found evidence of catalytic and transformative elements, primarily in past projects. However, there is considerable scope for improving the FMM so that it contributes to results under the new FAO Strategic Framework.

Coffee is one of the key agricultural commodities in the Government of Uganda’s pursuance of sustainable growth and job creation, especially for the rapidly expanding youth population. The study outlines a significant number of job opportunities for young people along this value chain, not only in production but increasingly in processing, trade and marketing, as well as service provision. It also suggests strategic upgrading options and outlines concrete policy actions to maximize youth participation in and benefits from the coffee sub-sector.
