Book excerpt: This book is the Proceedings of the International Conference on Trans portation, Storage, and Disposal of Hazardous Materials, which was held at the International Institute for Applied Systems Analysis (IIASA), 1-5 July 1985. The Conference brought together representatives of academia, business, and government from East and West to discuss the nature of current problems in the area of hazardous materials. An important objective of the Conference was to suggest steps that could be undertaken by industrial firms, the insurance industry, and govern ment agencies to improve the safety and efficiency with which hazar dous materials are produced and controlled in industrialized societies. Conference sponsors were IIASA, the Geneva Association, and the Center for Risk and Decision Processes of the University of Pennsyl vania. Additional financial support was received from the US Environ mental Protection Agency, the Monsanto Corporation, the Center for Organizational Innovation at the University of Pennsylvania, and the Canadian IIASA Committee. We are grateful to all of these institutions for their generous support of this Conference. Within IIASA, a long history of research in risk activities is evi dent. This owes much to the vision of IIASA's founding Director, Howard Raiffa, and program leaders who have promoted risk research at IIASA. The present Conference continued this tradition with the strong support of IIASA's current Director, Thomas H. Lee, and Deputy Director, Vitali Kaftanov.

Meeting this challenge was the principal motivation for the conference on "Risk Assessment and Risk Management Strategies for Hazardous Waste Storage and Disposal Prob lems," held at the Wharton School of the University of Pennsylvania on May 18-19, 1988. The conference brought together representatives from the major interested parties - environmentalists, government, insurance, law, manufacturing, and the university community - who have been con cerned with the waste management process. The conference was the third cosponsored by the Wharton Center for Risk and Decision Processes addressing the knotty problem of hazardous waste. The first, held at the International Institute for Applied Systems Analysis in 1985, examined the transportation, storage, and disposal of hazardous materials. It suggested steps that industry, insurers, and gov ernment agencies could take to improve the safety and efficiency with which hazardous materials are produced and controlled in industrialized societies. Specifically, it focused on the risk-management tools of insurance, com pensation, and regulation. xv xvi PREFACE The second conference, held at the Wharton School, University of Penn sylvania in 1986, concentrated on the role of insurance and compensation in environmental pollution problems. It characterized a set of problems related to the environmental pollution liability insurance crisis as presented by key interested parties and proposed a set of research needs for providing a sound basis for constructing socially appropriate measures to deal with the problem.

Risk analysis, as Krimsky and Plough (1988:2) point out, dates back at least to the Babylonians in 3200 BC. Cultures have traditionally utilized a host of mecha nisms for anticipating, responding to, and communicating about hazards - as in food avoidance, taboos, stigma of persons and places, myths, migration, etc. Throughout history, trade between places has necessitated labelling of containers to indicate their contents. Seals at sites of the ninth century BC Harappan civilization of South Asia record the owner and/or contents of the containers (Hadden, 1986:3). The Pure Food and Drug Act, the first labelling law with national scope in the United States, was passed in 1906. Common law covering the workplace in a number of countries has traditionally required that employers notify workers about significant dangers that they encounter on the job, an obligation formally extended to chronic hazards in the OSHA's Hazard Communication regulation of 1983 in the United States. In this sense, risk communication is probably the oldest way of risk manage ment. However, it is only until recently that risk communication has attracted the attention of regulators as an explicit alternative to the by now more common and formal approaches of standard setting, insuring etc. (Baram, 1982).

More recently, the traditional split between developers and conservationists has begun to break down. Conceptions of what is economically and technologically practical, ecologically necessary, and politically feasible are rapidly changing. This report discusses the implications of five paradigms of environmental management in development. The author notes that the remedial legalistic approach of environmental management is breaking down. Instead, interest in the more economically integrated approach of resource management has recently taken hold. Several interdependent forces indicate that improving the economic management of pollution and resources may be a necessary but insufficient measure to create the conditions for sustainable development. The perception of tradeoffs between development and environmental quality persists in the present debate, but its necessity is greatly exaggerated, according to this paper. Finally, it is noted that paradigms may be impervious to evidence, and institutions and societies too difficult to change. Whether, when and how these issues are resolved may be modern civilization's most significant test.

In other words, how can we make the environmental decision process competent and fair? All the invited scholars from academia, international research institutes, and governmental agencies agreed on one fundamental principle: For environmental policies to be effective and legitimate, we need to involve the people who are or will be affected by the outcomes of these policies.
