Book excerpt: In this paper, we explore how different norms around property rights affect the empowerment of women of different social positions over the life cycle. We first review the conceptual foundations of property, empowerment, and intersectionality, and then present the methodology and empirical findings from ethnographic field work in Nepal. Going beyond formal ownership of property, we look at changes in property rights over personal and joint property at different stages of women’s lives. Finally, the paper makes recommendations for how research and development projects, especially in South Asia, can avoid misinterpreting asset and empowerment data by incorporating nuance around the concepts of property rights over the household life cycle

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes for the inclusion of women, and the role of women employees in Nepal’s forestry bureaucracy. The book adopts a “gender lens” drawn from feminist institutionalism and is framed around the following four objectives: evaluating the effectiveness of current legislative and policy frameworks for the inclusion of women in the Nepalese forest bureaucracy; examining the dynamics of organizational culture, formal and informal institutions, and structure and agency in and around forest bureaucracy in Nepal; assessing power relations in forestry institutions focusing on influential participation of women forestry professionals in the bureaucratic structure; and gaining insights about the alternative space of feminist institutionalism in connection with women inclusive forest bureaucracy. Findings in the book inform and extend feminist institutionalism perspectives by applying it to a context which remains under explored, providing insights on the efficacy of public sector cultural change, especially as it relates to those areas within bureaucracies less in a position to adopt the changes mandated by society and principles of good governance.

Available in PDF, EPUB and Kindle. Book excerpt: International development efforts aimed at improving girls’ lives and education have been well-intended, somewhat effective, but ultimately short-sighted and incomplete. This is because international development efforts often operate under a reductive understanding of the term 'gender' and how it influences the lives of girls and boys. Gender is more commonly conceived by international efforts as characteristics which are ascribed to girls as norms for behaviour. In particular, the analysis in Gender Trouble Makers focuses on the social constructions of gender and the ways in which gender was reinforced and maintained through a case study in rural Nepal. In developing countries like Nepal, promoting access to and participation in existing formal education programme is clearly necessary, but it is not, in itself, sufficient to transform gender power relations in the broader society. When gender is properly addressed as a process, then all stakeholders involved - researchers, governmental officials, and community members - can begin to understand and devise more effective ways to increase both girl and boy students’ enrollment, participation, and success in school.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.

Book excerpt: This research is based on investigating the present status of women's involvement in community development. Furthermore, it focuses on investigating the factors affecting women's participation and different policies undertaken by the Government of Nepal. In this research, qualitative and quantitative research methodologies have been employed to get required information. Participatory theory, forms of participation and various communal concepts like gender and empowerment have been used to make analysis of the study. The study was carried out among 50 women working at 15 different organizations in Kathmandu, Nepal. The study suggested that many allied organizations, NGOs, government, community and individuals are responsible for improving and increasing the status of women's participation in community development programs. On the basis research findings, this paper tries to give some suggestions and recommendations to the individuals, community, different governmental and non-governmental organizations and political parties in order to ensure and encourage women's involvement in community development programs.
