Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.

The Hashemite Kingdom of Jordan has traditionally been an oasis of peace and stability in the ever-turbulent Middle East. The political ambitions of regional powers, often expressed in the form of territorial aggrandisement, have followed the Hashemites like an inseparable shadow. The scarcity of natural resources, especially water, has been compounded by the periodic influx of refugees from its neighbours. As a result, many—Arab and non-Arab alike—have questioned the longevity and survival of Jordan. These uncertainties were compounded when the founding ruler, King Abdullah I, became involved in the nascent Palestinian problem at the end of World War II. The annexation of the eastern part of Mandate Palestine or the West Bank in the wake of the 1948 War transformed the Jordanian demography and sowed the seeds of an uneasy relationship with the Palestinian component of its population, citizens, residents and refugees. Though better natural resources and stronger leaders have not ensured political stability in many Arab and non-Arab countries, Jordan has been an exception. Indeed, since its formation as an Emirate by the British in 1921, the Kingdom has seen only four rulers, a testimony to the sagacity and political foresight of the Hashemites. The Hashemites have managed to sustain the semi-rentier model primarily through international aid and assistance, which in turn inhibits Jordan from pursuing rapid political and economic reforms. Though a liberal, multi-religious and multicultural society, Jordan has been hampered by social cleavages especially between the tribal population and the forces of modernization.

Jesse Dillon Savage demonstrates the role that domestic politics plays in the formation of international hierarchies, and shows that when there are high levels of rent-seeking and political competition within the subordinate state, elites within this state become more prepared to accept hierarchy. In such an environment, members of society at large are also more likely to support the surrender of sovereignty. Empirically rich, the book adopts a comparative historical approach with an emphasis on Russian attempts to establish hierarchy in post-Soviet space, particularly in Georgia and Ukraine. This emphasis on post-Soviet hierarchy is complemented by a cross-national statistical study of hierarchy in the post WWII era, and three historical case studies examining European informal empire in the nineteenth and early twentieth centuries.

A clearer view of the recent past now provides greater perspectives on the causes and the consequences of these events. This collection of essays challenges the common tendency of applying the dominant frame of “Arab Spring” to explain contemporary politics of the Middle East. Numerous debates about the utility of the “Arab Spring” metaphor already exist, contesting such issues as its foreign origins or its temporal and optimistic implications. It further has the negative and significant side effect of implying a singularity to these events in a manner that often defies the varied conditions on the ground. This is why the term “Arab Uprisings” is used here as the organizing frame to address numerous socio-cultural, economic, political, experiential, and communicative aspects of the uprisings. This text is organized around three themes: origins, experiences, and trajectories. The first section addresses catalyzing factors that help explain the emergence of the uprisings from various political, economic, and socio-cultural perspectives. The second section examines the functions and responses of diverse people, institutions, and ideologies during the initial years of the uprisings. It includes an in-depth case study on women’s changing political situation in the catalyzing country of Tunisia, as well as discussions about the roles of political Islam, new mass media, and social networks in these rapidly changing contexts. The third section discusses cross-national implications and the multitude of repercussion the uprisings are having on the global system. Using an interdisciplinary approach with contrasting theoretical and methodological orientations, the global experts who contributed the chapters explore various theoretical approaches, juxtaposing them with comparative surveys and in-depth case studies. They show that after the initial euphoria (or dread) that surrounded the uprisings, a transitional and transformative period in the Middle East has come that requires thorough observation and analysis.

This book argues that to understand support for the authoritarian status quo in parts of this region--and the willingness of its citizens to compromise on core democratic principles--one must factor in how a strong U.S. presence and popular anti-Americanism weakens democratic voices. Examining such countries as Jordan, Kuwait, Morocco, Palestine, and Saudi Arabia, Amaney Jamal explores how Arab citizens decide whether to back existing regimes, regime transitions, and democratization projects, and how the global position of Arab states shapes people's attitudes toward their governments. While the Cold War's end reduced superpower hegemony in much of the developing world, the Arab region witnessed an increased security and economic dependence on the United States. As a result, the preferences of the United States matter greatly to middle-class Arab citizens, not just the elite, and citizens will restrain their pursuit of democratization, rationalizing their backing for the status quo because of U.S. geostrategic priorities. Demonstrating how the preferences of an international patron serve as a constraint or an opportunity to push for democracy, Jamal questions bottom-up approaches to democratization, which assume that states are autonomous units in the world order. Jamal contends that even now, with the overthrow of some autocratic Arab regimes, the future course of Arab democratization will be influenced by the perception of American reactions. Concurrently, the United States must address the troubling sources of the region's rising anti-Americanism.
