In that time, women’s rights, and later gender equality, have become firmly established as an important area of global politics and human rights. What shape have these processes taken in different parts of the world? How do global and internationally designed institutions adapt to local cultural, religious, political, and economic contexts? What are the problems and contradictions embedded in this process when viewed from a global perspective? What effects do grassroots, local, and national actors have on transnational institutions? In answering the questions, the book draws on historical and global perspectives, beginning in the 1960s, an important moment for internationalization during the Cold War, and looking to a global selection of case studies. Providing a series of “snapshots” of historical and contemporary global gender equality politics, the chapters allow for an examination of how local, national, and transnational actors have interacted in ways that affect the dissemination of gender equality institutions, both formal and informal. The case studies demonstrate the relationship between the supranational, regional, national, and sub-national or “local.” They explore the power dynamics, interactions, and mutually constituting nature of two analytic levels of organizations and actors involved in the institutionalization of gender equality–the transnational level as well as the level of activity within specific national political systems (as represented by states, grassroots organizations, and other sub-national actors). The findings reveal that the institutionalization of gender equality is dependent on national and local context, the potential for interactions between gender equality policies and other state agendas, the depth of informal institutions, and the degree to which a given state is integrated into the norms of the international system.

Book excerpt: Institutionalizing Gender analyzes the relationship between class, gender, and psychiatry in France from 1789 to 1900, an era noteworthy for the creation of the psychiatric profession, the development of a national asylum system, and the spread of bourgeois gender values. Asylum doctors in nineteenth-century France promoted the notion that manliness was synonymous with rationality, using this "fact" to pathologize non-normative behaviors and confine people who did not embody mainstream gender expectations to asylums. And yet, this gendering of rationality also had the power to upset prevailing dynamics between men and women. Jessie Hewitt argues that the ways that doctors used dominant gender values to find "cures" for madness inadvertently undermined both medical and masculine power—in large part because the performance of gender, as a pathway to health, had to be taught; it was not inherent. Institutionalizing Gender examines a series of controversies and clinical contexts where doctors' ideas about gender and class simultaneously legitimated authority and revealed unexpected opportunities for resistance. It identifies institutional mechanisms for the advancement of women including national machineries as one of twelve critical areas of concern. National machineries are the primary institutional mechanism entrusted with the implementation of the strategic objectives contained in the goals for equity set by the United Nations. The mandate of these national institutions has evolved from promoting women-specific projects to ensuring that equality concerns are integrated into all government legislation, policy, programs, and budgetary processes. National machineries face serious constraints in fulfilling their mandate including; inadequate financial and human resources, relatively powerless locations within government structures, and insufficient linkage with civil societies. This volume illustrates that the ability of UN-member states to subscribe to the agenda of equality between women and men has been significantly enhanced by the creation of these national-level institutions. National machineries for the advancement of women were initially conceived at the World Conference on the International Women's Year held in Mexico City in 1975 and since then have been considered systematically by world conferences on women in Copenhagen (1980), Nairobi (1985), and Beijing (1995), as well as the sessions of the Commission on the Status of Women. The twenty-third special session of the General Assembly in Beijing reiterated the significant role that national machineries play in promoting equality between women and men, gender mainstreaming, and monitoring of the implementation of the Beijing Platform for Action as well as the Convention on the Elimination of All Forms of Discrimination against Women. There has been a long-standing need for a volume to bring together discussions on theory and practice as well as comparative analysis and in-depth case studies of national machineries; this book responds to that need.

The military has always been an organization in which social perceptions and constructions of gender have been prevalent - it is one of the last institutions where the monopole of power has throughout rested with men (Gabbert 2007, 17, Seifert/Eifler 1999, 7). It is an organization where hegemonial masculinity and related concepts such as power, violence and hierarchy have been produced, reproduced and become institutionalized as a dominant structuring feature. Book excerpt: Many scholars and practitioners have criticized gender mainstreaming without considering how public servants in developing countries engage with it or the specific ways they understand gender equality, which is the goal of gender mainstreaming. I address this gap through critical frame analysis of structured, open-ended interviews with 145 mid- and upper-level public servants in the Cambodian and Rwandan agriculture and local government sectors. Drawing on the international norm contestation literature and feminist theory, this approach illuminates the dynamics of localizing international gender equality norms and offers a complement to structural explanations for the challenges of institutionalizing commitments to gender equality. In both countries, competition between gender equality and neoliberal growth and governance norms has resulted in dominant conceptions of gender equality as sameness and inclusion, which public servants understood primarily as increasing women's participation and leadership in the economy and governance, with limited, inconsistent consideration of women's rights, gender-based violence, inequality in the "private sphere," and men's roles in maintaining gender (in)equality. Although Cambodian and Rwandan understandings of gender equality reflected distinct national gender policy mandates, governance styles, and patriarchal norms, there were few differences between men and women or between sectors. Yet, although these normative processes have contributed to policy evaporation - the narrowing of formal policy mandates as they are enacted -- gender mainstreaming has nonetheless become institutionalized in both governments in ways that go beyond "tick the box" exercises. Strikingly, when considering gender equality in ordinary people's lives, interviewees' visions emphasized women's empowerment in both "public" and "private" domains, as well as the need for changes in men's mindsets. These findings suggest that placing gender equality at the service of economic growth and organizational efficiency, rather than public servants' narrow understandings of gender equality, is a main constraint to gender policy implementation. Given more explicitly rights-based policy mandates connecting "public" and "private" spheres, public servants in Cambodia and Rwanda and similar countries could be more effective allies in establishing equitable gender norms, rather than roadblocks, as may have been presumed.

Party Institutionalization and Women's Representation in Democratic Brazil theorizes the connections across those problems, explaining how weakly institutionalized and male-dominant parties interact to undermine descriptive representation in Brazil. This book draws on an original multilevel database of 27,653 legislative candidacies spanning six election cycles, over 100 interviews, and field observations from throughout Brazil. Wylie demonstrates that more inclusive participation in candidate-centered elections amidst raced-gendered structural inequities relies on institutionalized parties with the capacity to support women, and the will, heralded by party leadership, to do so. The book illustrates how women leaders in Brazil's more institutionalized parties enable white and Afro-descendant female aspirants to navigate the masculinized terrain of formal politics. It enhances our understanding of how parties mediate electoral rules, as well as institutional and party change in the context of weak but robustly gendered institutions.

The book takes a ‘best case’ scenario – with explicit transformative aims to the social (gendered) order – in order to illuminate how institutions and their gendering, help and hinder institutional change. In doing so, it aims to: 1) consolidate and expand the theoretical ‘toolkit’ in terms of synergies between feminism and new institutionalism’s various strands; and 2) bring it to bear on the trajectory of Europe’s gender equality agenda towards better understanding the institutional and institutionalized challenges to redressing gender inequalities.
