Rising powers such as China and India dissent from traditional templates of peacebuilding and apply their own methods to respond to security issues. This book fills a gap in the literature by examining how emerging actors (China and India) engage with security and development and how their approaches differ from those of a traditional actor (the UK). In the light of democratic peace and regional security complex theories, the book interprets interview data to compare and contrast the engagement of these three actors with post-war Nepal, and the implications for security sector governance and peacebuilding. It contends that the UK helped to peacefully manage transition but that the institutional changes were merely ceremonial. China and India, by contrast, were more effective in advancing mutual security agendas through elite-level interactions. However, the ‘hardware’ of security, for example material and infrastructure support, gained more consideration than the ‘software’ of security, such as meritocratic governance and institution building. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

There is little clarity on what is working, what is not, and why. This SSR Paper seeks to address this gap by mapping relevant approaches and methodologies to measuring impact. It examines how international actors have approached these questions in relation to support to rule of law and security institutions in complex peacebuilding environments. Most significantly, the paper demonstrates that measuring impact is not only feasible but necessary in order to maximise the effectiveness of major international investments in this field.

Book excerpt: Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns? Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

Book excerpt: Since its establishment in 1945, the United Nations has been in a constant state of transition as various international stakeholders seek ways to improve the efficiency and effectiveness of the U.N. system. Recent controversies, such as corruption of the Iraq Oil-For-Food Program, allegations of sexual abuse by U.N. peacekeepers, and instances of waste, fraud and abuse by U.N. staff, have focused renewed attention on the need for change and improvement of the United Nations. Many in the international community, including the United States, have increased pressure on U.N. member states to implement substantive reforms. The 110th Congress will most likely continue to focus on U.N. reform as it considers appropriate levels of U.S. funding to the United Nations and monitors the progress and implementation of ongoing and previously-approved reform measures. In September 2005, heads of U.N. member states met for the World Summit at U.N. Headquarters in New York to discuss strengthening the United Nations through institutional reform. The resulting Summit Outcome Document laid the groundwork for a series of reforms that included establishing a Peacebuilding Commission, creating a new Human Rights Council, and enlarging the U.N. Security Council. Member states also agreed to Secretariat and management reforms including improving internal U.N. oversight capacity, establishing a U.N. ethics office, enhancing U.N. whistle-blower protection, and reviewing all U.N. mandates five years or older. Since the World Summit, U.N. member states have worked toward implementing these reforms with varied degrees of success. Some reforms, such as the creation of the Human Rights Council and the Peacebuilding Commission, have already occurred or are ongoing.

If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.
