The Institutional Topology of International Regime Complexes: Mapping Inter-Institutional Structures in Global Governance provides a systematic conceptualization and explanation of the evolution of these varying institutional topologies underlying regime complexes across five issue areas of Global Governance: Intellectual Property Protection, Tax Avoidance, Financial Stability, Development Aid, and Energy Governance. By providing an empirically grounded, network-based conceptualization and mapping of institutional topologies, as well as a theoretical explanation for their variation across policy space and time, the book offers a comprehensive analysis of both the empirical manifestation of inter-institutional structures across various policy fields of Global Governance and the issue specific factors that shape the varying institutional trajectories spurring (de-) centralization. Daßler combines quantitative network analyses with qualitative case studies to trace institutional decentralization processes across five highly relevant issue areas of Global Governance. This volume shows how the nature of issue-specific cooperation problems translates into disparate structures among multilateral institutions occupying the same regime complex. Book excerpt: The turbulent year of 2011 has brought the appearance of mass popular unrest and the collapse of long lived autocratic regimes in Egypt, Tunisia, Libya and possibly Syria. The sudden and unanticipated fall of these regimes – often thought of as exemplars of authoritarian resilience - has brought much of the conventional wisdom on the durability and vulnerability of nondemocratic regimes into question. This book seeks to advance the existing literature by treating the autocratic state not as a unitary actor characterized by strength or weakness but rather as a structure or terrain that can alternatively inhibit or facilitate the appearance of national level forms of protests. In the mode of the Arab Spring, the color revolutions of the former Soviet Union, and the people power movement of the Philippines, such movements overcome the daunting impediments presented by autocrats, appeal to likeminded counterparts across society, and overwhelm the ability of regimes to maintain order. Conversely, in other settings, such as contemporary China, decentralized state structures provide an inhospitable environment for national-level protest, leading collective actors to opt for more local and parochial forms of contention. This outcome produces paradoxical situations, such as in the PRC, where protests are frequent but national-level mobilization and coordination is absent.

Book excerpt: After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.
