However, rigorous evaluation of EAS approaches and assessment of complex national or subnational pluralistic EAS systems are rare. This working paper examines the literature on experiential and empirical insights and explores methods to assess complex pluralistic EAS systems. The authors present conceptual thinking on innovation systems and EAS, and review the IFPRI “best-fit” framework. This framework remains relevant because it is based on a holistic perspective with an impact pathway orientation. The paper aims to operationalize and improve the best-fit framework to guide the evaluation of complex EAS systems. The authors draw on and summarize existing literature to illustrate methods and tools used to analyze each component of the framework. The review pays close attention to the literature and methods for assessing the diversity of service providers and their various delivery tools and learning approaches. The discussion also pays close attention to the interaction of each component and how it affects the performance and impact of EAS from a systems perspective. This paper adds key points and considerations on how to operationalize the best-fit framework to carry out evaluations of pluralistic EAS.

Book excerpt: The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.

The study assesses Tanzania's current development status against the country's ambition, since independence, to rid the nation of three archenemies: poverty, ignorance, and disease. Structural transformation has been extremely limited, with agriculture still dominating the economy, a non-diversified economy that hampers flexibility to withstand shock occurrences. Nonetheless, the country intensified macroeconomic policy reforms, significantly stabilizing the economy, with falling inflation levels, climbing foreign exchange reserves, and an overall fiscal balance. But the main factors identified behind the slow development progress, are primarily inadequate capital accumulation, and productivity growth; poor support for the transformation of agriculture; disrupted progress in building human capital; and, delayed demographic transition. However, the steady progress in reorienting its economy to a market-based operation, is creating space for exploiting the large potential of private sector initiative.
