Book excerpt: The Oxford Handbook of French Politics provides a comprehensive and comparative overview of the French political system through the lens of political science. The Handbook is organized into three parts: the first part identifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second part focuses on thematic large-scale processes, such identity, governance, and globalization; while the third part examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. The volume brings together established and emerging scholars and seeks to examine the French political system from a comparative perspective. The contributors provide a state-of-the-art review both of the comparative scholarly literature and the study of the French case, making The Oxford Handbook of French Politics an invaluable resource for anyone interested in the foundations of contemporary political life in France.

Book excerpt: "While the major trends in European integration have been well researched and constitute key elements of narratives about its value and purpose, the crises of integration and their effects have not yet attracted sufficient attention. This volume, with original contributions by leading German scholars, suggests that crises of integration should be seen as engines of progress throughout the history of European integration rather than as expressions of failure and regression, a widely held assumption. It therefore throws new light on the current crises in European integration and provides a fascinating panorama of how challenges and responses were guiding the process during its first five decades."--Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: Far from displaying a uniform pattern of integration, the European Union varies significantly across policy areas, institutional development and individual countries. Why do some policies such as the Single Market attract non-EU member states, while some member states choose to opt out of other EU policies? In answering these questions, this innovative new text provides a state-of-the-art introduction to the study of European integration. The authors introduce the most important theories of European integration and apply these to the trajectories of key EU policy areas – including the single market, monetary policy, foreign and security policy, and justice and home affairs. Arguing that no single theory offers a completely convincing explanation of integration and differentiation in the EU, the authors put forward a new analytical perspective for describing and explaining the institutions and policies of the EU and their development over time. Written by a team of prominent scholars in the field, this thought-provoking book provides a new synthesis of integration theory and an original way of thinking about what the EU is and how it works.

Available in PDF, EPUB and Kindle. Book excerpt: A central question in political representation is whether government responds to the people. To understand that, we need to know what the government is doing, and what the people think of it. We seek to understand a key question necessary to answer those bigger questions: How does American public opinion move over time? We posit three patterns of change over time in public opinion, depending on the type of issue. Issues on which the two parties regularly disagree provide clear partisan cues to the public. For these party-cue issues we present a slight variation on the thermostatic theory from (Soroka and Wlezien (2010); Wlezien (1995)); our “implied thermostatic model.” A smaller number of issues divide the public along lines unrelated to partisanship, and so partisan control of government provides no relevant clue. Finally, we note a small but important class of issues which capture response to cultural shifts.

Available in PDF, EPUB and Kindle. Book excerpt: European integration is at a turning point with implications for all member states and their citizens. The Amsterdam treaty marks a shift towards constitutional issues. Integration has involved a continually evolving process of constitution making. A group of leading scholars argue that theshift towards constitutional issues is rooted not only in the issues on the European level, but also in shifting models of political and economic organisation in the member states. Paradoxically, however, this push towards integration is accompanied by a number of institutional changes and politicaldecisions, which challenge the picture of on-going integration, and indicate a shift towards a new pluralism in the Euro-polity. The contributors address questions such as; what are the likely effects of the Amsterdam treaty changes in comparison with Maastricht?; how will these changes effect thecomplex balance among the governing institutions of the EU?; and what will be the implications for the lingering quest for democracy?

Available in PDF, EPUB and Kindle. Book excerpt: From the point of departure of international relations theory it is not an easy task to come to grips with the European integration process. We are faced with a situation where some of the world's oldest and traditionally most sovereignty-loving nations have surrendered essential parts of their power to a supranational institution. In order to make sense of this the book employs a constructivist framework. Empirically it focuses on the way in which the Community has transformed from a traditional international regime, based on classical international law, to a semi-federal polity where Community law and regulations trump national law and constitutions.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers comprehensive coverage of various aspects of financial accountability around the EU budget – how it is spent via policies, how institutions engage in checking policy performance (what taxpayers’ money actually delivers), and therein, the issues of monitoring, controlling, auditing, scrutinising and communicating budgetary expenditure. Presenting conceptual and theoretical approaches including financial accountability, learning, multi-level governance, implementation and throughput legitimacy, it looks at EU institutions (European Parliament, European Court of Auditors, European Ombudsman, European Public Prosecutor’s Office) and national bodies (supreme audit institutions at the national level), examining their contact with the EU budget. It details the historical development of accountability mechanisms (the ‘statement of assurance’, financial corrections, and parliamentary oversight by the Budgetary Control Committee (CONT)), and examines policy areas such as those of agriculture, social policy and cohesion (including Structural Funds and the Common Agricultural Policy), exploring the challenges of financial accountability in practice. Given the recent introduction of non-budgetary financial instruments and tools only partly financed by the EU budget, it sheds light on new burgeoning areas such as the European Stability Mechanism (ESM) and the European Fund for Strategic Investment (EFSI) and the challenges they bring for ensuring the accountability of public money. This book will be of key interest to scholars and students of audit and evaluation, budgetary spending and financial control and, more broadly, public administration, public policy and EU institutions and politics.

After introducing the nature of visas, the book concentrates on the difficulties in forging a common visa policy at European level. Cooperation on visas has been characterized by a continuous reformulation of the framework for cooperation. The book describes cooperation before the Treaty on European Union adopted at Maastricht, under the Maastricht Treaty, and under the Treaty of Amsterdam. Furthermore, the book traces the essential characteristics of the common visa policy.
