Based on the definition used by the UNDP, human development is analysed as covering human capital (education and health) and purchasing power. In this book, the concept of human capital is broadened to include freedom from fear, health, education, and migration. The first part of the book discusses the economic situation in Indonesia. The second elaborates on what happened to human capital during the crisis and the third part examines its effects on purchasing power. Because human development does not occur in a vacuum, the fourth part discusses some emerging issues in Indonesia. The book concludes with some thoughts on people-centred development, which may contribute to more sustainable development than the development concept that simply pursues high economic growth. With this people-centred development, growth rates of about 3 to 4 per cent are adequate, as long as Indonesia achieves success in human development.

At higher incomes, the reverse is true.Grootaert empirically estimates how social capital affects household welfare and poverty in Indonesia. His focus: household memberships in local associations, an aspect of social capital especially relevant to daily household decisions that affect welfare and consumption.The data suggest that households with higher social capital spend more per capita. They also have more assets, more savings, and better access to credit.To estimate how social capital contributes to household welfare, Grootaert uses a reduced-form model of household welfare, which controls for relevant household and location characteristics. He measures social capital along six dimensions: density of memberships, internal heterogeneity of associations (by age, gender, education, religion, and so on), meeting attendance, active participation in decision-making, payment of dues, and community orientation.The strongest effects come from:- Number of memberships. Each additional membership (an average 20 percent increase) raises per capita household spending 1.5 percent.- Internal heterogeneity. An increase of 20 percent in the heterogeneity index correlates with 3.3 percent more spending.- Active participation in decision-making. An increase of 20 percent in the participation index correlates with 3.2 percent more spending.Grootaert also estimates structural equations and uses instrumental variable estimation and historical data to address the possible endogeneity of the social capital variable and to demonstrate that the causality runs from social capital to household welfare.This paper - a product of the Social Development Department - is part of a larger effort in the department to assess empirically the role of local institutions in the delivery of services and poverty alleviation.

The MDGs also recognized the importance of creating a global; partnership for change. The Sustainable Development Goals (SDGs), launched in 2015 over another 15 years long period, aimed at building on the efforts of the MDGs in the same perspective. That ending poverty must go hand in hand with strategies that build economic growth and at the same time addresses a range of social needs including education, health, social protection and creation of job opportunities. Barriers and Opportunities at the Base of the Pyramid - The Role of the Private Sector in Inclusive Development, Over the years, the state has been bearing the major responsibility for human resource development in many third world countries, just as developed countries benefitting of a welfare state. But this trend is changing. Since the beginning of the 21st century, private institutions and organizations have gradually started playing a major role in human resource development, in particular through their engagement in the education sector. The goal of this research, therefore, is to demonstrate the role of private institutions in human resource development in developing countries and how such contribu-tions may be enhanced, the role of private institutions with regards to MDGs and SDGs, notably through strategic partnerships with public institutions and other private organizations.
