Book excerpt: The Phase II (Records Search) Installation Restoration Program study at Sheppard AFB initially identified twenty-three individual sites of potential environmental concern. Of these twenty-three, eleven sites were identified as possibly containing hazardous waste. These sites were evaluated using the USAF Hazard Assessment Rating Methodology (HARM). Based upon the HARM scores, four of the eleven sites were identified for Phase II investigations. This investigation (Phase II stage 1) was conducted between October 1984 and February 1985, and included geophysical surveys, the installation and sampling of nine ground-water monitoring wells, coring and sampling of shallow soils at two of the four sites, and sampling and analysis of surface water from seven locations near the waste sites. AFP 59 is located in an industrial area adjacent to the Susquehanna River. The site overlies the Clinton Street-Ballpark Valley aquifer which consists of glacial valley fill sediments of clay, silt, sand and gravel. This aquifer is a major source of groundwater in the area and has been designated a sole source aquifer. As part of the field investigation a total of three shallow monitoring wells were installed to depths of 26-29 feet. Three shallow test borings (10 feet) were also drilled near the plating operations. Fifteen (15) subsurface soil samples plus QA/QC samples were submitted for laboratory analysis. The solid samples showed trace levels of EP Toxicity metals which were below EP Toxicity maximum contaminant levels. Groundwater samples were collected from the 3 wells installed during the investigation and from one production well at the site. Two metals (cadmium and lead) and two organics (trichloroethane and trans-1,2-dichloroethene) were detected in samples at levels equal to or in excess of current relevant criteria, standards or guidance values. Analytical results indicate some correlation with chemicals reportedly stored and used in industrial processes at AFP 59 in the past. The distribution of similar contaminants in groundwater and soil were inconsistent throughout the site. A major receptor near AFP 59 is the impact this contamination may have on municipal water supply wells within 1000 feet southwest of the site. (aw).

Book excerpt: The Department of Defense's Installation Restoration Program (IRP) is a four-phase program to identify past waste disposal practices, evaluate environmental impacts, propose mitigation measures, and remediate environmental problems. Phase I of the IRP is an initial assessment and records search to locate potential environmental problems associated with waste disposal practices. The Phase II field study was conducted between March 1984 and August 1986. The investigation focused on whether environmental contamination had occurred, the magnitude and extent of the contamination, and the environmental consequences of migrating pollutants. Nine coreholes and nine groundwater monitoring wells were drilled, and sampled. Contaminants were detected in the soil and groundwater at most of the sites. The contaminants detected in the highest quantities in the groundwater were lead and benzene. However, the shallow groundwater at the base is not used for drinking water. Shallow groundwater use outside the base is unknown, but it is not believed to include drinking water supplies. Additionally, the existing aquifers are thin and discontinuous on the base so that no known immediate treat to human health exists. Each of the eleven sites was categorized according to Air Force criteria: Category I - no further investigation required, Category II - additional work needed, or Category III - institute remedial action. All sites were Category II.

The study sites consisted of five landfills, one fire control training area and one site used for the disposal of irradiated organic materials. Six of the sites are located on the Sandia-Manzano piedmont surface and one lies within the Tijeras Arroyo 100-year flood plain. Kirtland AFB abuts the southern boundary of the City of Albuquerque, NM and the study sites are located from one to five miles away from the city's water supply wells. The depth to ground water averages 300 ft. The dominant contaminant transport mechanisms are precipitation infiltration and surface water runoff during flood events. Investigations consisted of aerial image analysis, surface seismic refraction surveys, vertical auger borings, the installation of slant lysimeters and ground water monitoring wells, and chemical analysis of selected soil and water samples. The lateral and vertical extent of each site were established by surface seismic refraction survey and aerial image analyses. Analyses of soil and water samples for the indicator parameters of total organic halogens (TQX), total organic carbon, nitrate and selected pesticides indicate an absence of the severe environmental degradation. Radiometric monitoring of cuttings and the surface environment yielded no values above background.

Book excerpt: The Department of Defense's Installation Restoration Program (IRP) is a four-phase program to identify past waste disposal practices, evaluate environmental impacts, propose mitigation measures, and remediate environmental problems. Phase I of the IRP is an initial assessment and records search to locate potential environmental problems associated with waste disposal practices. The Phase II field study was conducted between March 1984 and August 1986. The investigation focused on whether environmental contamination had occurred, the magnitude and extent of the contamination, and the environmental consequences of migrating pollutants. Nine coreholes and nine groundwater monitoring wells were drilled, and sampled. Contaminants were detected in the soil and groundwater at most of the sites. The contaminants detected in the highest quantities in the groundwater were lead and benzene. However, the shallow groundwater at the base is not used for drinking water. Shallow groundwater use outside the base is unknown, but it is not believed to include drinking water supplies. Additionally, the existing aquifers are thin and discontinuous on the base so that no known immediate treat to human health exists. Each of the eleven sites was categorized according to Air Force criteria: Category I - no further investigation required, Category II - additional work needed, or Category III - institute remedial action. All sites were Category II.
