Les politiques d’insertion expriment l’idée d’une transformation nécessaire de l’intervention publique face à une conjoncture de plus en plus imprévisible ; et l’urgence d’une rénovation des conceptions dans le traitement de l’emploi, en réponse à la diminution des capacités intégratrices du modèle de production. Agissant à la base, au niveau des manifestations les plus aiguës des dérèglements économiques, ces politiques devraient être à même de contribuer à la résolution des problèmes d’intégration professionnelle qui affectent durablement un nombre grandissant de chômeurs. Or, les politiques d’insertion sont en crise depuis plusieurs années : on ne sait plus si elles ressortent de la gestion sociale de l’exclusion professionnelle, ou si elles contribuent, au contraire, à l’intégration des chômeurs les plus en difficulté dans le système productif. Faut-il se résigner à ce qu’une partie du monde du travail demeure à l’écart du bénéfice des acquis de la société salariale ? Quelles sont les conditions permettant de surmonter la crise de la médiation vers l’emploi ? Quels sont les liens entre cette crise et celle qui tient aux mécanismes fondamentaux du fonctionnement économique et social ? L’auteur procède à une analyse critique des conceptions du développement social attachées à la politique de la ville et, plus généralement, de celles qui inspirent les politiques de l’emploi et de l’insertion. Il précise la forme de la mutation nécessaire pour conférer une fonction active aux politiques d’insertion. Il évoque une politique plus globale de sortie de crise « par le haut », conciliant développement économique et intégration professionnelle sous la contrainte de l’aléatoire.
