Book excerpt: The OBP-80 is an Engineering Development Model (EDM) of a bit slice computer constructed by Martin Marietta Space Systems for the Naval Research Laboratory. The contract was performed in cooperation with the Defense Advanced Research Projects Agency technology insertion program for digital gallium arsenide. This system has been developed to demonstrate, in a laboratory environment, an architecture that can be used to perform advanced signal processing functions onboard a spacecraft. Primary emphasis is placed on the transfer of an existing CMOS architecture to a higher performance, more radiation tolerant technology of Gallium Arsenide. This volume provides the schematic data which was used to generate the physical design of all seven VLSI components used in the OBP-80 EDM. It also presents top level graphical representations of the seven components.

Book excerpt: Martin Marietta constructed SIMCPU, a component level modeling environment for the GaAs OBP design. The modeling environment is composed of Behavioral Language Models (BLM's) for each component, Mentor Graphics Quicksim tool, and software to couple them together. The resulting environment had two purposes: (1) To allow accurate, component-level timing simulations of the complete GaAs CPU to be run in a reasonable amount of time; and (2) To provide the basis for which the detailed transistor level chip design and simulation tasks were compared against the register transfer level simulator, CPUSIM. To accomplish these goals, the complete GaAs CPU simulation had to be driven by a microprogram which was running in CPUSIM, It also had to be capable of providing system level timing decisions, such as the performance lost be altering the ratio of CPU to memory speed.

Book excerpt: The authors have done a masterful job of charting the important story of DARPA, one of the key catalysts of technological innovation in US recent history. By plotting the development, achievements and structure of the leading world agency of this kind, this book stimulates new thinking in the field of technological innovation with bearing on how to respond to climate change, pandemics, cyber security and other global problems of our time. The DARPA Model provides a useful guide for governmental agency and policy leaders, and for anybody interested in the role of governments in technological innovation. —Dr. Kent Hughes, Woodrow Wilson International Center for Scholars This volume contains a remarkable collection of extremely insightful articles on the world’s most successful advanced technology agency. Drafted by the leading US experts on DARPA, it provides a variety of perspectives that in turn benefit from being presented together in a comprehensive volume. It reviews DARPA’s unique role in the U.S. innovation system, as well as the challenges DARPA and its clones face today. As the American model is being considered for adoption by a number of countries worldwide, this book makes a welcome and timely contribution to the policy dialogue on the role played by governments in stimulating technological innovation. — Prof. Charles Wessner, Georgetown University The U.S. Defense Advanced Research Projects Agency (DARPA) has played a remarkable role in the creation new transformative technologies, revolutionizing defense with drones and precision-guided munitions, and transforming civilian life with portable GPS receivers, voice-recognition software, self-driving cars, unmanned aerial vehicles, and, most famously, the ARPANET and its successor, the Internet. Other parts of the U.S. Government and some foreign governments have tried to apply the ‘DARPA model’ to help develop valuable new technologies. But how and why has DARPA succeeded? Which features of its operation and environment contribute to this success? And what lessons does its experience offer for other U.S. agencies and other governments that want to develop and demonstrate their own ‘transformative technologies’? This book is a remarkable collection of leading academic research on DARPA from a wide range of perspectives, combining to chart an important story from the Agency’s founding in the wake of Sputnik, to the current attempts to adapt it to use by other federal agencies. Informative and insightful, this guide is essential reading for political and policy leaders, as well as researchers and students interested in understanding the success of this agency and the lessons it offers to others.

Book excerpt: This book of proceedings contains papers for the Second European Workshop on Mobile/Personal Satcoms (EMPS '96), held in Rome, Italy, and hosted by the Consiglio Nazionale delle Ricerche. The EMPS '96 workshop follows the edition of two years ago, and is intended as an occasion for exchange of information and opinions among experts in the fast-growing field of mobile satellite communications. With respect to the first successful edition we only made one main modification. We issued a formal call for papers, instead oflimiting the selection process to invited papers as was in the past: 60 papers were received from 18 countries. Each paper has been reviewed by at least two referees, and then 41 papers were selected by the Workshop Steering Committee (WSC). An invited introductory lecture opens the workshop and is given by Dr. Andrew J. Viterbi, who is also honorary chairman of EMPS '96. Satellite Personal Communications Networks (SPCNs) are now expected to grow very fast, even beyond the most optimistic forecast: their unique feature to establish ex abrupto a world-wide communication fabric is certainly the winning card. Market analyses now indicate that LEO networks already planned to be operational around 1998 even risk being overwhelmed by users request, so that their extensions are already being considered. And, additionally, multimedia SPCNs are also being introduced at higher frequencies to provide broadband services.
