These diseases are caused by parasites, bacteria or viruses transmitted by various vectors, including mosquitoes, sandflies, fleas, ticks, lice and others. Insecticides form an essential part of vector control, the most widely used and effective strategy to reduce the burden of these diseases. Knowledge of vector resistance to insecticides is therefore crucial for the selection of effective vector control interventions. This document provides guidance on how to assess insecticide resistance in mosquito vectors and is aimed at field entomologists and biologists within ministries of health or partner institutions. It is also directed at programme managers and others in charge of designing and implementing vector control strategies who need to draw on resistance data to inform their decisions. Lastly, it can help researchers and the pesticide industry to assess, in a standardized way, vector resistance to compounds used in existing and new vector control products. It supersedes the “Test procedures for insecticide resistance monitoring in malaria vector mosquitoes, 2nd ed.” published in 2016.

It is an outcome of a WHO multi-centre study (2017–2021) performed by 23 laboratories in different regions and the WHO expert consultations that made recommendations to WHO on insecticide discriminating concentrations for monitoring resistance in Anopheles and Aedes spp. The document describes a new WHO bottle bioassay method for testing susceptibility of mosquitoes to insecticides that are not suitable for impregnation on filter papers and makes recommendations for future scientific research on development of methods and procedures for testing resistance against insecticides with new, novel or distinct modes of action. Making use of the recommendations made to WHO by the experts, WHO will soon update current WHO test methods and procedures and publish standard operating procedures for testing insecticide resistance in mosquitoes, which in turn will be useful to the national vector-borne disease control programmes, in particular the entomological surveillance units, and the research community for monitoring insecticide resistance in field populations of mosquito vectors of disease. The document will also be useful to academia, the pesticide regulatory agencies and the pesticide industry for further innovation in this area and to address the research questions.

The report will be useful to the national vector-borne disease control programmes and the research community for resistance monitoring, and to academia, the pesticide regulatory agencies and the pesticide industry for further innovation in this area and to address the research questions. Resistance to one or more pesticides has been documented in more than 440 species of insects and mites. Resistance in vectors of human dise8se, particularly malaria-transmit ting mosquitoes, is a serious threat to public health in many nations. Agricultural productivity is jeopardized because of widespread resistance in crop and livestock pests. Serious resistance problems are also evident in pests of the urban environ ment, most notably cockroaches. Better understanding of pesticide resistance is needed to devise techniques for managing resistance (Le. , slowing, preventing, or reversing development of resistance in pests and promoting it in beneficial natural enemies). At the same time, resistance is a dramatic example of evolution. Knowledge of resistance can thus provide fundamental insights into evolution, genetics, physiology, and ecology. Resistance management can help to reduce the harmful effects of pesticides by decreasing rates of pesticide use and prolonging the efficacy of environmentally safe pesticides. In response to resistance problems, the concentration or frequency of pesticide applications is often increased. Effective resistance management would reduce this type of increased pesticide use. Improved monitoring of resis tance would also decrease the number of ineffective pesticide applications that are made when a resistance problem exists but has not been diagnosed. Resistance often leads to replacement of one pesticide with another that is more expensive and less compatible with alternative controls.
