The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Book excerpt: Urban runoff, or stormwater, poses engineering challenges including increased flood risk and water quality impairment. Stormwater control measures (SCMs) are increasingly used to both mitigate the negative effects of stormwater and capitalize on stormwater as a valuable water resource. SCMs have been shown to provide water quantity benefits such as decreased peak flow and increased groundwater recharge. But the ability of SCMs to reduce pollutants is variable, prompting researchers and practitioners to develop enhanced SCMs with modified geomedia, plant and fungal processes, or hydraulic conditions to provide increased and more reliable pollutant removal. Examples of enhanced SCMs include open surface wetlands, biochar-amended biofilters, and detention ponds with real-time controls. This dissertation focuses on how these next generation SCMs can provide laboratory- and watershed-scale benefits. Chapter 2 investigates the use of wood-decay fungi to enhance biodegradation processes in stormwater at the laboratory scale. Batch studies indicate that the wood-decay fungi are capable of degrading the urban-use pesticide fipronil. Chapters 3 and 4 investigate the impacts of enhanced SCMs on stormwater quality at the watershed scale. Chapter 3 examines effects of implementing enhanced SCMs on fecal indicator bacteria (FIB) pollution in the Ballona Creek Watershed (Los Angeles County, CA). Chapter 4 examines urban-use pesticide occurrence in runoff and subsequent watershed-scale management of pesticides with SCMs in the San Diego River (San Diego County, CA). This work reveals enhanced SCMs provide water quality benefits in the laboratory that are scalable to the watershed level. Further, water managers should consider water quality and quantity goals concurrently when designing SCM networks.

The result of extensive research, Innovative Urban Wet-Weather Flow Manage-ment Systems looks most at how to handle runoff in developments of the 21st century: the confl icting objectives of providing drainage while decreasing stormwater pollutant discharges; the impact of urban WWF on surface and groundwater, such as smaller urban stream channels scoured by high peak flows; sediment transport and the toxic effects of WWF on aquatic organisms; the effectiveness of WWF controls-including design guidelines and source and downstream controls-are an important issue. Innovative Urban Wet-Weather Flow Management Systems looks at how source controls like biofi ltration, created through simple grading, may work in newly developing areas, while critical source areas like an auto service facilities, may need more extensive treatment strategies. Focusing WWF treatment on intensively used areas, such as the 20 percent of streets that handle the bulk of the traffic, and under utilized parking areas is also considered. Developing a more integrated water supply system-collecting, treating, and disposing of wastewater, and handling urban WWF-requires innovative methods, such as a neighborhood-scale system that would recycle treated wastewater and storm water for lawn watering and toilet flushing, or use treated roof runoff for potable purposes.
