Book excerpt: The Zambia national systems of innovation have been serving as the conceptual framework and vehicle to address poverty and national competitiveness in developing countries. Zambia has been building its NSI since 1964, but the existing system suffers from serious shortcomings related to an insufficient conceptually inclusive framework and the absence of direct and concrete pro-poor innovation policy instruments. The system lacks strong interactive dynamics and suffers from weak governance. Zambia has also followed an export-driven industrial economy, but the expected knowledge spill-over gains from large mining operations have not been realised. The book examines national innovation strategies by emphasising the importance of the informal sector and the potential for innovation at grass-roots level. It examines the evolution of science and technology policies by highlighting how the excluded areas can be included. The absence of pro-poor innovation and lack of inclusive policies are highlighted as factors contributing to low productivity and socioeconomic imbalances.

Yet while evidence shows that informal entrepreneurs can drive innovation, research on innovation in developing countries has been devoted mostly to formal sectors, organizations and institutions. What is lacking are studies assessing the role of innovation emanating within and from the informal sector. Who is the archetypical innovator in the informal economy? What types of innovations are generated? What is different from what one would encounter in the formal economy? Finding answers to these questions is a new field of research. On the one hand, the literature devoted to the study of the informal sector does not directly address the topic of innovation. In fact, the ability of the informal economy to do “new things in a different way,” its inventive ingenuity, rarely features as a topic at all. On the other hand, the equally vast literature on national innovation systems in countries at different stages of development largely overlooks the informal sector.The objective of this chapter is to push the boundaries of research in this field, first by conceptually integrating so far separate analyses of innovation and the informal economy and second by using research methods not often used by those studying the economic and employment aspects of innovation or the informal economy. The findings are based on an analysis of the existing literature, but more importantly on analytical fieldwork conducted for this book in three countries, and in the context of research undertaken by the Open African Innovation Research (Open AIR) network.

Understanding the informal economy is therefore of utmost importance from a political, economic and social point of view. Paradoxically, despite its economic importance, knowledge is extremely limited regarding the informal economy. It remains largely unrecognized by researchers, is neglected by politicians, and is even negatively perceived as it is meant to disappear with development. This book aims to amend this situation by presenting recent high level research which studies the informal sector and informal employment. Fresh research into this subject is presented through empirical analysis which covers Asia, Africa and Latin America. Each chapter relies on data and a detailed knowledge of the context of the countries studied in order to question the dominant schools of thought on the origins and causes of informality. The results provide interesting insights into the constraints faced by informal workers, the dynamics of the informal economy and its link with poverty issues. On the basis of the evidences provided by results adequate policies could be defined to address informality issues. The principal characteristics of the informal sector testify to some profound similarities between developing countries: low qualifications and the precariousness of jobs, mediocre incomes and working conditions, atomization of production units and lack of articulation with the formal economy, etc. This general statement does not contradict the observation that there is a high level of heterogeneity in the sector and in informal employment within each country, confirmed by several chapters in this work. In the absence of a sufficient number of job creations, the informal sector essentially constitutes a refuge for workers seeking and is here to stay in the short and medium term, even in emerging countries.

Based on extensive fieldwork in India, the book fuses economic and sociological perspectives on information sharing by means of informal interaction in a low-technology cluster in a developing country. In doing so, the book sheds new light on settings where economic relations arise as emergent properties of social relations. This book examines industrial innovation and microeconomic network behaviour among producers and clusters, perceiving knowledge diffusion to be a socially-spatial, as much as a geographically spatial, phenomenon. This is achieved by employing two methods – simulation modelling, and (quantitative, qualitative, and historical) social network analysis. The simulation model, based on its findings, motivates two empirical studies – one descriptive case and one network study – of low-tech rural and semi-urban traditional technology clusters in Kerala state in southern India. These cases demonstrate two contrasting stories of how social cohesion either supports or thwarts informal information sharing and learning. This book pushes towards an economic-sociology approach to understanding knowledge diffusion and technological learning, which perceives innovation and learning as being more social processes than the mainstream view perceives them to be. In doing so, it makes a significant contribution to the literature on defensive innovation and the role of networks in technological innovation and knowledge diffusion, as well as to policy studies of Indian small firm and traditional technology clusters.
