Book excerpt: Purpose - The purpose of this article is to examinethe factors influencing the provision of increased training in Australianmanufacturing small and medium-sized enterprises (SMEs) that have embarked upondifferent growth development pathways. Design/methodology/approach - The longitudinal panel data employed in thisresearch are drawn from the business longitudinal survey conducted by theAustralian Bureau of Statistics over the four financial years 1994-1995 to1997-1998. Findings - The results indicate that organisational change, in the form ofmajor change in production technology and/or new or substantially improvedproduct or process technology, and the introduction of business improvementprogrammes, are influential, and relatively consistent drivers of increasedtraining in SMEs following each of the growth development pathways, and, overtime. The findings also suggest that innovation distinguishes high growth SMEsfrom their lower growth counterparts. Research limitations/implications - This investigation used a single itemmeasure of training. Future research could utilise multi-dimensional measuresof training. Practical implications - The findings suggest that the reasons SMEs providetraining depend closely on the particular business needs of relevance to theenterprise, and as such, may be of interest to policy-makers. To date, therehas been a paucity of research examining the demand side of SME training. Originality/value - The study focuses exclusively on SMEs that have embarkedupon different growth development pathways, and adopts a longitudinal researchdesign, enabling the study of the determinants of training over time, in SMEsexhibiting different levels of business growth. Six regional studies comprehensively document the experiences of firms engaged in product or process innovation. The book also examines the institutions that support research and development and the impact of government policies on innovation in each of the regions studied. The case-studies present original and informative insights into the different ways in which local, national and transnational interests interact and influence regional development. These findings support the view that local innovation systems are emerging with quite different structural characteristics. The authors conclude that local, national and transnational dimensions are continually redefining and aligning themselves in novel and interesting ways. They highlight the importance of identifying these structural relationships in order to encourage dynamic innovation to occur. This, they argue, has important implications for policymakers concerned with the promotion of innovation in regional areas.

The results show that export and innovation are positively linked. Depending on the industry and the type of innovation (process or product), innovation may lead to export and, to a lesser extent, export may lead to innovation. Firms in the primary sector (agriculture and mining) show the strongest evidence that innovation leads to export. From firms in the services sector, there is indication that only process innovation leads to export. Also, only in this sector, there is evidence that export may lead to (process) innovation.
