This report describes 17 cases involving egregious crimes by soldiers against more than 70 victims, including several cases from 2007 and 2008. None of the military investigations of army abuses analyzed here has led to a criminal conviction of even a single soldier for human rights violations. A civilian investigation was conducted in one of the cases and led to the conviction of four soldiers. The military invokes the Code of Military Justice and a strained constitutional interpretation to justify exerting jurisdiction over the cases. Civilian prosecutors have typically accepted the military's jurisdiction grab. But this outcome is not prescribed by Mexico's Constitution and is inconsistent with a recent binding Supreme Court decision.

In doing so, the book illustrates how neoliberalism influences the production, branding, and regulation of local foods and drinks. It also challenges the strategy of relying on ÒalternativeÓ markets to protect food cultures and rural livelihoods. In recent years, as consumers increasingly demand to connect with the people and places that produce their food, the concept of terroirÑthe taste of placeÑhas become more and more prominent. Tequila and mezcal are both protected by denominations of origin (DOs), legal designations that aim to guarantee a productÕs authenticity based on its link to terroir. Advocates argue that the DOs expand market opportunities, protect cultural heritage, and ensure the reputation of MexicoÕs national spirits. Yet this book shows how the institutions that are supposed to guard Òthe legacy of all MexicansÓ often fail those who are most in need of protection: the small producers, agave farmers, and other workers who have been making tequila and mezcal for generations. The consequencesÑfor the quality and taste of tequila and mezcal, and for communities throughout MexicoÑare stark. Divided Spirits suggests that we must move beyond market-based models if we want to safeguard local products and the people who make them. Instead, we need systems of production, consumption, and oversight that are more democratic, more inclusive, and more participatory. Lasting change is unlikely without the involvement of the state and a sustained commitment to addressing inequality and supporting rural development.

The cases highlight innovations likely to be of interest to transport policy makers from all corners, such as strengthening public transportation services, vehicle and traffic management measures, repurposing roads and other urban spaces away from their initial function as vehicle travel corridors, and turning sidewalks and city streets into more pedestrian-friendly places for walking, cycling, and leisure. Aside from their transformative impacts in transportation terms, many of the policy innovations examined here have altered planning institutions, public-private sector relations, civil society commitments, and governance mandates in the course of implementation. In bringing these cases to the fore, Transforming Urban Transport advances understanding of the conditions under which policy interventions can expand institutional capacities and governance mandates, particularly linked to urban sustainability. As such, it is an essential contribution to larger debates about what it takes to make cities more environmentally sustainable and the types of strategies and tactics that best advance progress on these fronts in both the short- and the long-term.
