Book excerpt: "As a basis for advancing sound decision making, the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation (USDOT) is committed to developing high-quality transportation data and information. With the understanding that geospatial data provide an important infrastructure for managing and integrating information necessary for informed decision making, BTS asked the Transportation Research Board to conduct a project to provide recommendations for improving geospatial information infrastructure among and across all modes of transportation. The objectives of this project were to (a) characterize the current practice in geospatial information technologies in transportation organizations; (b) identify problems and opportunities in coordination, communication, and cooperation on geospatial information among transportation modes; (c) suggest mechanisms for the development, management, and coordination of geospatial information technologies throughout USDOT; and (d) recommend approaches for enhancing geospatial information within transportation organizations. The intent is to provide recommendations to transportation agencies, primarily at the federal level but also at the state and local levels, to enhance decision making through rethinking institutional roles and responsibilities; building capacity and commitment; and augmenting the creation, sharing, and use of geospatial information."--Page viii.

Book excerpt: The conference provided an opportunity for participants to (a) identify the types of data that are critical for planning and policy analysis; (b) identify data-collection requirements; (c) discuss the appropriate roles of and relationships among federal, state, and local agencies in the context of data collection and dissemination; and (d) review the impact of technological advances on data collection and dissemination. The invitation-only conference included participants from state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and federal agencies providing broad representation of the transportation planning and policy communities. Significant effort was made to include a full spectrum of policy, management, and front-line analysts who have extensive experience in answering policy questions, supporting the planning process, and responding to federal reporting requirements.

They are a universal language, accessible to people from different personal and professional backgrounds. In a transportation planning context, maps provide a flexible canvas for communicating important information such as the location of structurally deficient bridges and proposals for future improvement projects. / Geographic information systems (GIS), which are modern mapping technologies, allow transportation agencies to harness the power of maps more quickly and inexpensively than ever before. Agencies can use GIS to visualize information about their bridges, highways, and other assets. They can also use GIS to plan maintenance trips and evaluation design alternatives to manage their assets more effectively. Maps are becoming commonly used in transportation asset management (TAM) programs that help agencies to strategically invest in their infrastructure. GIS, when applied to TAM, can help agencies communicate technical information more simply, professionally, and persuasively. / This report provides background on GIS and asset management, describes how public agencies have been integrating the two, and identifies benefits and challenges to doing so. The information presented is gleaned from a literature review and interviews with several state departments of transportation (DOTs) and one county agency. The report also identifies some leading industry trends and new, innovative approaches to using GIS for TAM."--Executive Summary (page ES-1).

It presents information on the processes used by transportation agencies to monitor, evaluate, and implement a variety of solutions to the management of surface transportation systems. This is a complex and dynamic area of application, and the examples presented herein represent a selection of such applications in 1997. The concept of transportation system management is constantly changing and will continue to change, especially with further implementation of intelligent transportation systems. This report of the Transportation Research Board provides an overview of the generalized process that transportation agencies have found to be effective in managing the various aspects of their transportation systems. Specific case examples of effective management strategies are described for several metropolitan areas including Houston, Seattle, metropolitan New York, Los Angeles, San Francisco, and Minneapolis/St. Paul.
