Book excerpt: Pursuant to a congressional request, GAO assessed the President's Commission on Executive Exchange (PCEE) program, which is intended to promote greater understanding and cooperation between the federal government and the private sector. GAO also compared the PCEE program to the Congressional Assistant Program, which allows private sector executives to work temporarily with congressional committees. GAO found that the PCEE program is hampered by: (1) weak internal controls which preclude identification of potential conflicts of interest until after an executive has been assigned under the program; and (2) the lack of any follow-up activity with program participants to determine whether program objectives are met. PCEE is taking corrective actions in response to both problems. GAO also found that PCEE has prepared no documentation to show that federal salary limitations discourage high-level private sector executives from entering the program. In addition, GAO found that the Congressional Assistant Program: (1) targets middle-level private sector executives; (2) ensures that assignments create no potential conflicts of interest; and (3) also makes no formal postassignment evaluations of program participants.
