This book explains that Madrassas are religious schools that have existed in many Muslim countries for centuries and contributed significantly to preserving, forming, and extending human knowledge in medieval times. Further, madrassas are now more commonly viewed as the providers of a narrow education, supporting religious fundamentalism, that may lead to terrorism. However, this book asserts that education is not the only function performed by madrassas. They are a significant source of welfare support for the vulnerable and marginalized households in many low-income countries. This book helps the readers to understand the concept of informal social protection not conceptualized previously. In addition, its various attributes and institutions providing such a form of welfare worldwide are explained in detail; analyzing the usefulness of such a form of social protection would benefit readers of social policy, national governments, and international donor/aid agencies. This book also provides a prescriptive framework for integrating formal and informal social protection. This book provides a new "Multiple Regime Framework", for identifying various regimes in one country at one point in time by applying a novel data collection and analysis methodology. Book excerpt: The promotion of social protection in Sub-Saharan Africa happens in a context where informal labour markets constitute the norm, and where most workers live uncertain livelihoods with very limited access to official social protection. The dominant social protection agenda and the associated literature come with an almost exclusive focus on donor and state programmes even if their coverage is limited to small parts of the populations – and in no way stands measure to the needs. In these circumstances, people depend on other means of protection and cushioning against risks and vulnerabilities including different forms of collective self-organizing providing alternative forms of social protection. These informal, bottom-up forms of social protection are at a nascent stage of social protection discussions and little is known about the extent or models of these informal mechanisms. This book seeks to fill this gap by focusing on three important sectors of informal work, namely: transport, construction, and micro-trade in Kenya and Tanzania. It explores how the global social protection agenda interacts with informal contexts and how it fits with the actual realities of the informal workers. Consequently, the authors examine and compare the social protection models conceptualized and implemented ‘from above’ by the public authorities in Tanzania and Kenya with social protection mechanisms ‘from below’ by the informal workers own collective associations. The book will be of interest to academics in International Development Studies, Political Economy, and African Studies, as well as development practitioners and policy communities.

It develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. Drawing on practical experiences from the field, It uses this framework to demonstrate the relevance of a gender-analytical approach to the design and evaluation of a range of social protection measures that are relevant to women at different stages of their life course. These include conditional and unconditional social transfers to reduce child labour and promote children’s education, child care support for working women, financial services for the poor, employment generation through public works and different measures for old age security. The book stresses the importance of an organised voice for working women if they are to ensure that employers, trade unions and governments respond to their need for socio-economic security. Book excerpt: This research report presents a case study of the application of the proposed methodology to Sudan using data captured by the 2014-2015 National Household Budget and Poverty Survey (NHBS). The application of the methodology proposed in the toolkit requires the identification of individuals’ characteristics to fit them into specific social groups, and the risks to which each of these categories is exposed. This survey enables the identification of different social groups according to the age, gender and place of residence of the respondents, as well as six risks: a child being out of school, food insecurity, unemployment, insufficient earnings, crop failure and livestock issues, and natural disaster. In conclusion, this study indicates a significant social protection coverage gap in Sudan. Government social protection programmes reach less than 3 per cent of women and men in rural and urban areas. Also government provision of formal social protection makes the smallest contribution to mitigating risks (0.4 per cent) as compared to other sources of protection. In other words, the benefits currently provided by the government are insufficient to address the risks that affect the population throughout the life cycle, hampering people’s livelihoods and the country’s development.

The volume introduces the problem through an overview of South Asian economies by charting out the contrasting parallels between growth paths and the extent of poverty among workers in the informal sector. Further, it assesses the projected cost of basic social protection in these economies in the context of different (possible) growth scenarios. The second part of the book discusses the experiences from various countries by highlighting work force composition, ratio of workers in the informal sector to total work force, challenges and concerns, available policies and programmes, and finally, the outreach of these programmes.
