We use a flexible Bayesian approach for estimating such models. A simple modification to the standard spatial model as well as a variety of model checks are proposed to deal with the specifics of the data available. We provide evidence that extreme policy preferences are to be found among the external members. We also consider the variation in policy preferences according to career backgrounds. The median voter preference is similar for different backgrounds, except for those with a background in the industry where the median voter is more hawkish. The heterogeneity in policy preferences is the largest among academics and those with a background in the industry. The range of policy preferences is much smaller among other groups, in particular among monetary policy committee members with central bank experience who exhibit the lowest heterogeneity in policy preferences.

Central bank communications are drafted in monetary policy committee meetings composed of policymakers with differing interests. Despite their differences, committee members must come together, write, and agree to an official policy statement. Once released to the public, central bank communications then affect citizens' actions and ultimately, the economy. But how exactly does this work? In Crafting Consensus, Nicole Baerg explains how the transparency of central bank communication depends on the configuration of committee members' preferences. Baerg argues that monetary policy committees composed of members with differing preferences over inflation are better suited to communicating precise information with the public. These diverse committees produce central bank statements of higher quality and less uncertainty than those from more homogeneous committees. Additionally, she argues that higher quality statements more effectively shape individuals' inflation expectations and move the economy in ways that policymakers intend. Baerg demonstrates that central bankers are not impartial technocrats and that their preferences and the institutional rules where they work matter for understanding the politics of monetary policy and variations in economic performance over time. Conducting empirical analysis from historical archival data, textual analysis, machine-learning, survey experiments, and cross-sectional time-series data, Crafting Consensus offers a new theory of committee decision making and a battery of empirical tests to provide a rich understanding of modern-day central banking.

Acheson's boss, Harry Truman, earns just over four columns, while Truman's opponent in the infamous 1948 general election, Thomas Dewey, barely rates one column.Each entry is factual and concise. The entry on Martin Luther King Jr. mentions his early life and education, his adherence to Gandhi's policy of nonviolence, the March on Washington, and his assassination in Tennessee, avoiding the various controversies surrounding both King's life and death. Sometimes the generally objective tone of the work is missing, as when, for example, it defines com munism as paradoxical and self-defeating. Black-and-white photographs enhance the text, and the index is detailed.This volume is a worthy addition to the cold war reference shelf. Its coverage of people, places, and events that might be ignored in works with a more international perspective makes it a good starting point for anyone interested in an American focus. Each legislator is represented by one point and each roll call is represented by two points that correspond to the policy consequences of voting Yea or Nay. On every roll call each legislator votes for the closer outcome point, at least probabilistically. These points form a spatial map that summarizes the roll calls. In this sense a spatial map is much like a road map because it visually depicts the political world of a legislature. The closeness of two legislators on the map shows how similar their voting records are, and the distribution of legislators shows what the dimensions are. These maps can be used to study a wide variety of topics including how political parties evolve over time, the existence of sophisticated voting and how an executive influences legislative outcomes.
