Central bank communications are drafted in monetary policy committee meetings composed of policymakers with differing interests. Despite their differences, committee members must come together, write, and agree to an official policy statement. Once released to the public, central bank communications then affect citizens' actions and ultimately, the economy. But how exactly does this work? In Crafting Consensus, Nicole Baerg explains how the transparency of central bank communication depends on the configuration of committee members' preferences. Baerg argues that monetary policy committees composed of members with differing preferences over inflation are better suited to communicating precise information with the public. These diverse committees produce central bank statements of higher quality and less uncertainty than those from more homogeneous committees. Additionally, she argues that higher quality statements more effectively shape individuals' inflation expectations and move the economy in ways that policymakers intend. Baerg demonstrates that central bankers are not impartial technocrats and that their preferences and the institutional rules where they work matter for understanding the politics of monetary policy and variations in economic performance over time. Conducting empirical analysis from historical archival data, textual analysis, machine-learning, survey experiments, and cross-sectional time-series data, Crafting Consensus offers a new theory of committee decision making and a battery of empirical tests to provide a rich understanding of modern-day central banking.

The reforms embraced UN principles and took a common pattern with reformist North American and European countries - with one key exception. The rest of the world chose courts to administer the laws; Australia created specialist multi-disciplinary tribunals. This book compares the work of guardianship tribunals and courts and argues forcefully that Australia's adult guardianship experiment in popular justice is a success. Carney and Tait present work on the Australian tribunals in NSW and Victoria and compare them with overseas studies on courts (and the Family Court of Australia). On every measure tribunals outperform courts. They are more inclusive. They pay more attention to social context and functioning, and are better at incorporating the affected person into the hearing, striking an 'alliance' with them. Courts, by contrast, favour alliances with families and the medical profession. Even in areas where courts might be expected to perform better, they are less successful than the tribunals, collecting and testing evidence and avoiding unnecessary intervention.

Book excerpt: Since its beginnings, Poland has been a moving target, geographically as well as demographically, and the very definition of who is a Pole has been in flux. In the late medieval and early modern periods, the country grew to be the largest in continental Europe, only to be later wiped off the map for more than a century. The Polish phoenix that rose out of the ashes of World War I was obliterated by the joint Nazi-Soviet occupation that began with World War II. The postwar entity known as Poland was shaped and controlled by the Soviet Union. Yet even under these constraints, Poles persisted in their desire to wrest from their oppressors a modicum of national dignity and, ultimately, managed to achieve much more than that. Poland is a sweeping account designed to amplify major figures, moments, milestones, and turning points in Polish history. These include important battles and illustrious individuals, alliances forged by marriages and choices of religious denomination, and meditations on the likes of the Polish battle slogan "for our freedom and yours" that resounded during the Polish fight for independence in the long 19th century and echoed in the Solidarity period of the late 20th century. Claiming Brazil explores how Brazilians from different walks of life commemorated the event, and how this led to conflicting ideas of national identity. Civic rituals hold enormous significance, and Brazilian citizens, immigrants, and visitors employed them to articulate and perform their sense of what Brazil was, stood for, and could be. Gregg Bocketti argues that these celebrations, rather than uniting the country, highlighted tensions between modernity and tradition, over race and ethnicity, and between nation and region. Further, the rituals contributed to the collapse of the country’s social and political status quo and gave substance to the debates and ideas that characterized Brazilian life in the 1920s and then under the transformative rule of Getúlio Vargas (1930–1945). Now, at the bicentennial of Brazil’s independence, which itself unfolds in a period of political crisis and economic dislocation, and in the aftermath of several large civic events, it is an opportune moment to consider how Brazilians used civic rituals to engage with questions of identity, belonging, and citizenship one hundred years ago.

She asked 30 adults and 30 fifth-graders which of two Barbie dolls was prettier. One doll was black, the other white, and each wore a different colored dress. All of the adults picked the Barbie in the purple dress, while nearly all of the fifth graders picked the white Barbie. When the student’s experiment was banned an uproar resulted that spread to the national media. School board meetings and other public exchanges highlighted the potent intersection of local and national social concerns: education, censorship, science, racism, and tensions in foundation values such as liberty, democracy, and free speech. For the authors of these essays, the exchanges that arose from “Barbiegate” illustrate vividly the role of rhetoric at the grassroots level, fundamental to civic judgment in a democratic state and at the core of “ordinary democracy.”
