Re-examining the sources of ethnic inequality, the first essay uses instrumental variable approaches to provide consistent estimators of explanatory variables at household and commune levels for ethnic differences in household expenditure per person. Four key conclusions are drawn. First, removing language barriers significantly reduces ethnic inequality, especially through enhancing the gains earned by minorities from education. Second, variations in returns to education favour the majority in mixed communes, suggesting that special needs of minority students have not been adequately addressed, or that there exists unequal treatment in the labour market. Third, with the exception of hard-surfaced roads, there is little difference in the benefits drawn from enhanced infrastructure at the commune level across ethnic groups. Finally, contrary to established views, we find that as much as 49 to 66 percent of the ethnic gap is attributed to differences in endowments, not to differences in the returns to endowments.

Book excerpt: Despite relatively high economic growth rates in many developing countries in the last two decades, income inequality has remained high and even increased. This has important policy implications as high-income inequality undercuts the benefits of economic growth in reducing food insecurity. This paper uses the 2014 Gallup World Poll (GWP) dataset of individual food insecurity based on the Food Insecurity Experience Scale (FIES) and employs a three-level linear probability model to assess the macro-economic effects of economic growth and income inequality on individual food insecurity. Results show that increases in the gross domestic product (GDP) per capita are concurrent with declines in individual food insecurity. However, income inequality increases the likelihood of food insecurity, and where there is economic growth it undercuts the positive effect of economic growth on individual food security. The findings suggest that by tackling income inequality, economic growth can become a force for reducing food insecurity, especially in low- and middle-income countries. This paper was prepared as background paper for The State of Food Security and Nutrition in the World 2019.

Book excerpt: Abstract: Many fear China's accession to the World Trade Organization (WTO) will impoverish its rural people by way of greater import competition in its agricultural markets. Anderson, Huang, and Ianchovichina explore that possibility bearing in mind that, even if producer prices of some (land-intensive) farm products fall, prices of other (labor-intensive) farm products could rise. Also, the removal of restrictions on exports of textiles and clothing could boost town and village enterprises, so demand for unskilled labor for nonfarm work in rural areas may grow even if demand for farm labor in aggregate falls. New estimates, from the global economywide numerical simulation model known as GTAP, of the likely changes in agricultural and other product prices as a result of WTO accession are drawn on to examine empirically the factor reward implications of China's WTO accession. The results suggest farm-nonfarm and Western-Eastern income inequality may well rise in China but rural-urban income inequality need not. The authors conclude with some policy suggestions for alleviating any pockets of farm household poverty that may emerge as a result of WTO accession. More than a fifth of the world's population lives in absolute poverty, and the majority of the poor live in rural areas. This volume studies what can be done for alleviating rural poverty. Four chapters address the measurement of poverty and inequality, including the use of household expenditure surveys and intra-household income distribution. Evidence is presented for India, Mauritania, Cte d'Ivoire and China. Other chapters present case studies on strategies for rural development: provision of rural credit in Bangladesh and India; technical change in Philippine agriculture; contract farming in Thailand; and banana growers in the Windwards. The contributions introduce the problems of rural development and show that effective rural development is assisted by investment in education and secure access to credit; that equity is important for incentives but not directly related to poverty; and that technical and institutional reform are essential, but require careful design and implementation.
