Book excerpt: John Komlos examines the industrial expansion of Austria from a fresh viewpoint and develops a new model for the industrial revolution. By integrating recent advances in the study of human biology and nutrition as they relate to physical stature, population growth, and levels of economic development, he reveals an intense Malthusian crisis in the Habsburg lands during the second half of the eighteenth century. At that time food shortages brought about by the accelerated population growth of the 1730s forced the government to adopt a reform program that opened the way for the beginning of the industrial revolution in Austria and in the Czech Crownlands. Comparing this "Austrian model" of economic growth to the industrial revolution in Britain, Komlos argues that the model is general enough to explain demographic and economic growth elsewhere in Europe--despite obvious regional differences. The main feature of the model is the interplay between a persistent, even if small, tendency to accumulate capital and a population with an underlying tendency to grow in numbers while remaining subject to Malthusian checks, particularly a limited availability of food. According to Komlos, modern economic growth in Europe began when the food constraint was finally lifted. Originally published in 1989. Book excerpt: Between its first date of publication in 1684 and 1784 classic 'Oesterreich über Alles Wann es Nur Will' went through more than twenty known editions which makes it, arguably, Europe's most successful 'economics textbook' prior to Adam Smith's 'Inquiry into the Nature and Causes of the Wealth of Nations' (1776). Philipp Wilhelm von Hörnigk laid in this book the foundations of what has become known as the 'mercantilist' political economy - a strategy for achieving national wealth and political strength simultaneously by building up a competitive domestic manufacturing industry with the help of the state. Hörnigk advocated standard recipes known from modern development economics, such as import substitution, protective tariffs on select goods as well as bounties and other financial as also logistic support by a proactive interventionist state in order to safeguard and nurture domestic industries that were in a state of infancy but which would be promising candidates for future growth and economies of scale. As new work by Erik Reinert and Lars Magnusson has shown, contrary to a sort of mainstream view in modern economics and economic history, it was such policies that tended to make European countries rich in the pre-industrial age, also laying the basic foundations for subsequent industrialization - even the 'Great Divergence' between Europe and Asia post 1800. Most European states were interventionist during the nineteenth century. They obviously drew upon a menu of recipes and political economy schedules that had circulated widely in seventeenth- and eighteenth-century Europe and which would subsequently also influence the major works by Friedrich List, Daniel Raymond and other nineteenth-century development theorists. Based on Hörnigk's popularity and the publication pattern for the book, the 'Hörnigk' strategy stood at the core of many a treatise and book written on economic matters in seventeenth- and eighteenth-century Europe; in fact Hörnigk may be called the forefather of modern development economics. He certainly was a towering figure in the 'Germanic' economic discourses of the early modern period. 'Austria Supreme, if It So Wishes (1684)' will be the first-ever English translation of a work the importance of which for European economic development and the 'European Miracle' cannot be overestimated.

Public schools have been a tool for patriotic development in Europe and the United States since their creation in the nineteenth century. On a basic level, this civic education taught children about their state while also articulating the common myths, heroes, and ideas that could bind society together. For the most part historians have focused on the development of civic education in nation-states like Germany, France, and the United Kingdom. There has been an assumption that the multinational Habsburg Monarchy did not, or could not, use their public schools for this purpose. Teaching the Empire proves this was not the case. Through a robust examination of the civic education curriculum used in the schools of Habsburg from 1867–1914, Moore demonstrates that Austrian authorities attempted to forge a layered identity rooted in loyalties to an individual’s home province, national group, and the empire itself. Far from seeing nationalism as a zero-sum game, where increased nationalism decreased loyalty to the state, officials felt that patriotism could only be strong if regional and national identities were equally strong. The hope was that this layered identity would create a shared sense of belonging among populations that may not share the same cultural or linguistic background. Austrian civic education was part of every aspect of school life—from classroom lessons to school events. This research revises long-standing historical notions regarding civic education within Habsburg and exposes the complexity of Austrian identity and civil society, deservedly integrating the Habsburg Monarchy into the broader discussion of the role of education in modern society.
