In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. Book excerpt: This controversial analysis of economic nationalism will interest economists and those concerned with nationalism and the competitive position of Canadian manufacturing. It is the first attempt to test empirically an economic model of nationalism, a model which implies than an emphasis on nationalism ultimately reduces economic efficiency – with low-income groups bearing most of the resultant cost – and redistributes income from lower – to upper-income individuals. Applying the model to federal commercial and science policies, the authors argue that these policies have contributed to the high costs and low productivity of Canadian manufacturing and retarded the adoption of new processes and improved techniques. They find that the costs of these are borne by the urban workers and the consumer, while the major beneficiaries are Canadian managers, scientists, and engineers. The efficiency and competitive position of Canadian industry are reduced and income redistributed from lower- to upper-income groups. Science policies designed to increase, at high cost, a broad range of Canadian research and development capabilities are related to the slower adoption of new manufacturing processes in Canada than in the United States and Europe. The authors conclude that greater trade liberalization and increased industrial specialization would benefit Canada and Ontario, that more emphasis should be placed on rapid diffusion of innovation, and that research should be concentrated in fields where Canada has a potential competitive advantage.

A business that is highly dependent on global markets and the geopolitics of international trade, it comprises some 500 farmers, many hundreds of wage laborers, and two processing companies that produce frozen juice concentrate for export. This new study examines how those farmers, laborers, and companies define and pursue shared interests, and how they respond differently to the impact of national development strategies and global economic and political forces. Laurie Kroshus Medina analyzes the development of the citrus industry in Belize over fifteen years to explore the relationship between the production of collective identities and the negotiation of development policies at the interface of global and local processes. She shows how citrus farmers and workers, processing companies, and politicians compete to construct shared identities, how they mobilize collective actors, and how their collective action shapes the goals, policies, and practices associated with development. Taking an ethnographic approach, Medina describes how the Belizean citrus industry responds to cycles of boom and bust, and the implications of such cycles for workers and growers. She offers a close look at the major actors—workers, union members, small and large growers, and politicians—as they respond to global changes in the citrus industry. Her analysis is made more compelling through an account of two open struggles in the industry over the formation of a rival union and the attempt to buy the processing company, owned by the multinational corporation Nestlé. She also includes a discussion of the impact of NAFTA on the industry. Medina's research demonstrates how collective agency in Belize has pushed the citrus industry's development in directions that simultaneously conform to and diverge from the trajectories laid out by foreign agencies. Negotiating Economic Development provides a bridge from old to new studies of Latin American social movements as it offers key insights into competing forms of identity for a wide range of social scientists concerned with the human and social aspects of development issues and globalization.
