Book excerpt: From the back cover: Canada can compete in international markets, but not, the authors contend, under the present national economic strategy. Policies that redistribute income and allocate resources through government fiat have weakended Canada's ability to transform its manufacturing sector to meet the new competititve challenges. D'Cruz and Fleck compare the performance of seventy-one Canadian industries from 1967 to 1981 with industries in Japan, the United States, Britain and France. To enhance the competitiveness of Canadian manufacturing, the authors propose a differential industrial strategy, one that emphasizes growth and development. Government, they say, must play a "hands-off" role in Canada's market economy, limiting itself to establishing the rules of the game. The authors recommend, in addition, macro-economic policies that would reduce the federal deficit, restrain wages for public servants, preserve low differentials between Canadian and American interest rates, and maintain the Canadian dollar at 70 cents U.S.

Book excerpt: In this independent study, first published in 1981, economists Myron Gordon and David Fowler test the assertions made by both defenders and critics of multinational drug corporations. The pharamaceutical business in Canada is a classic example of a foreign-dominated manufacturing industry. Drug industry practices—such as the high cost of drug products, agressive marketing of drugs to doctors, inadequate testing of potentially dangerous substances, and excessive profits—have concerned both media and citizens in Canada. The Drug Industry is an analysis of a classic branch-plant business in Canada, offering recommendations for increased and closely-focussed government regulation.

Book excerpt: Canada is the largest trading partner of the United States, and the two governments have begun negotiations for a free trade agreement which would tie their relationship even closer. This study analyzes the difficult problems that must be addressed in the negotiations - including quite different perceptions in the two countries of what constitutes fair trade. It suggests several possible ways of reducing differences over subsidies and countervailing duties. It also addresses the exchange rate relationship between the two dollars, and how this affects the trade outlook. An appendix by John Williamson calculated a fundamental equilibrium exhange rate for the Canadian dollar.

Available in PDF, EPUB and Kindle. Book excerpt: This report builds on 2 types of research on the structure and performance of Canadian manufacturing industries. One line addresses industries of domestic producers who serve the small Canadian market in competition with imports and is concerned with the productive efficiency of these industries but not with their short-run responses to international competition. The other line concerns the short-run sensitivity of responses of the manufacturing industries' prices, output, and employment levels to disturbances, focused on responses to domestic disturbances but not international. Using annual data on many individual industries, the study builds a statistical model of adjustments to changes in international competition such as changes in prices and varieties of importable goods, and in Canadian tariffs and the exchange rate. It tracks the effects of those changes on the selling prices of Canadian producers, quantities of imports and exports, and the key input decisions of employment and capital expenditures. It draws conclusions about these adjustment processes for the typical manufacturing industry but also shows how these adjustments vary among sectors and types of industries.

Book excerpt: International Economics Policies and Their Theoretical Foundations: A Source Book provides information pertinent to the increasing differentiation of international economic policies among the developed and developing market economies. This book presents an analysis of fundamental principles of international economics. Organized into nine parts encompassing 33 chapters, this book begins with an overview of the certain elements of the relationship between the developing and the developed countries that the developing countries find particularly irksome. This text then analyzes the determinants of secular changes in the terms of trade and attempt to assess the influence of these changes on the development of a poor country. Other chapters consider the different concepts of the terms of trade, including the gross barter, income, net barter or commodity, and utility terms of trade. The final chapter deals with the economic scenarios for the 1980s. This book is a valuable resource for teachers, students, and government officials.

In selecting distinguished readings for this source book--including contributions by Nobel laureates such as Lawrence R. Klein, Arthur Lewis, James Meade, and Theodore W. Schultz--Professor Letiche breaks the mold. The essays concentrate on interrelation between theory and actual policy design, and this collection of classic pieces and recent economic contributions are a valued resource in universities and government offices.

Book excerpt: This study is the first major attempt to estimate what would happen in Canada if all trade restrictions between that country and the United States were removed. Refuting a number of generally held assumptions, the authors' findings indicate that Canadian industries would benefit substantially, provided that they seized the opportunities to reorganize for the large North American market. The authors then explore resulting general equilibrium pressures on wages and exchange and continue with an analysis of the historical effects of protection on Canada.
