Book excerpt: Team-working, partnership, quality circles, works councils, industrial democracy, empowerment - are they distinct and innovative arrangements or is it a case of new wine in old bottles? In the post war period we have seen numerous forms of organizational participation sometimes as experiments, sometimes as negotiated expediency, and sometimes as hype. Different ideas have emerged from different parts of the world, in different industries, at different times with different objectives. In this book four experienced international analysts take the longer view and look at the changing forms of - and changing debates around - orgnaizational participation. The review an extensive literature of experiments and practical experiences through a critical evaluation of the available data to reach balanced conclusions about the importance and utility of this concept for organizations now and in the future.

Book excerpt: The eighteen essays in this volume concentrate on the issues surrounding workers' participation, the area of industrial relations uppermost in Marco Biagi's thinking at the time of his assassination in March 2002. The trend toward ever greater employee involvement in managerial decisionmaking has been growing in Europe for over a decade, to a significant extent as a result of Biagi's work. From the start, he clearly discerned that the key to quality of work was worker participation. This book stands not merely as a homage, but as evidence that Biagi's assassination will not affect the progress he was making. In what amounts to an integrated series of recommendations for further European legislation on workers' participation in industrial relations, the authors analyse and evaluate the following: experience gained from implementation of the European Works Council Directive and the European Company Statute Directive; implications of the new Directive on Information/Consultation in National Undertakings and of the European Forum on the Financial Participation of Workers; and experience in a variety of national contexts, including those of Japan, Italy, France, Belgium, the United Kingdom, Germany, Russia, Poland, and Slovenia. In the final analysis, employee involvement--when it is a genuine commitment on the part of all stakeholders--is seen as a sharing of cultural values that successfully reconciles efficiency and social justice. Those who believe this is a goal worth achieving, for reasons both economic and social, will recognize in this book an immensely valuable contribution.

Book excerpt: It is often assumed that employee representatives exert power at the company board, but it is rarely made explicit how power is exercised and to what effect. This book, the first to assess national differences between board-level employee representatives in their exercise of influence and power, examines coordination among board-level employee representatives, trade unions, representatives from other institutions of labour representation within the company, management and other board members. Drawing on a large-scale survey distributed to board-level employee representatives, eleven expert contributors analyse for seven European countries (Denmark, France, Germany, Hungary, Norway, Slovenia and Sweden) how such issues and topics as the following affect the participation of employee representatives at the board: – capacity of board-level employee representatives to exercise power over long-term strategic corporate decision making; – how changed circumstances impinge on the role of employee representatives; – how coordination of workers’ interests has been established and maintained, if at all; – how board-level employee representatives are selected; – influence of board-level employee representatives on corporate restructuring; – effect of corporate codes of governance; – impact of the establishment of groups of companies; and – protections against dismissal and discrimination of board-level employee representatives. Each country chapter reviews the legislation that underpins board-level employee representation, the timeliness and quality of the information provided, and the capacity of the representatives to apply information made available, with the purpose of establishing whether the legislation tends to constrain or facilitate the exercise of in uence and power. This book takes a giant step towards answering the question of how board-level employee representatives can fulfil their roles in a manner consistent with the intentions of the policymakers who framed the legislation. Moreover, it approaches the possibility of developing pan-European legislation on board-level employee representation that would accommodate national variations. For these reasons, the book will be welcomed by European policymakers concerned with industrial relations or corporate governance, as well as by practitioners and academics in a wide swath of European legal and social studies.

Its principal argument is that developments in workers’ participation and control cannot be satisfactorily understood except by reference to broader questions concerning the exercise of power in industry and in society at large. The book’s approach is sociological and explanatory, and it is written for the general reader as well as for students and specialists on both sides of industry.

Management of the employment relationship changed markedly in the last two decades of the 21st century, and a major part of this has been the extension of employee involvement and participation in the workplace. Modern management theorists and researchers have commonly emphasized the importance of two-way communication and co-operation between management and labour in determining the success of human resource management (HRM) strategy and in maximizing workplace efficiency. Some researchers argue employee participation and empowerment are progressive management practices which have universal benefits to performance enhancement, as opposed to most other HRM practices whose success is contingent upon the organizational context. This title explores these themes through an international collection of case studies, which are the outcome of a comparative project of the Workers' Participation Study Group of the International Industrial Relations Association (IIRA).

Book excerpt: Abstract: An important query for the book Nordic ManagementLabour Relations and Internationalization is whether there has been any convergence towards the American or AngloSaxon neoliberal model for managementlabour relations or not, model which is rather hostile to corporative industrial relations in general and trade unions in particular. The result, however, is that although private and public management have introduced different flexibility reforms and international human resource management (HRM) models in all Nordic countries, the strong managementunion cooperation has remained relatively intact, both centrally and locally. Contrary to many other countries unions and employees have often been positive to competence development, participation and flexible assignments, which were part of unions' codetermination policy of the 1970s aiming for workers to act as equal partners. The book covers different aspects and themes of the global influence on Nordic working life: A theoretical introduction to convergence versus divergence regarding industrial relations and Nordic managementlabour relations; Influence of international HRM policies in Nordic multinational companies and on national IR systems studied in four chapters: in Norway; in Sweden; in Malaysia and Singapore; in European Works Councils; Flexibility strategies and consequences for industrial relations in Sweden; Individualization of salaries in the Danish public sector; Industrial relations and occupational health and safety; Increasing malefemale employee difference regarding IR strategies

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1985 Industrial Relations in Europe examines the development of trade unions and their relations with the employers and employers’ organisations in a number of Western European countries in the 1980s. The shared characteristics of these systems are common heritage of political democracy, market economies, the right of employers to manage the business for which they are responsible and the right of employees to belong to unions which are free to bargain and to seek political goals which will advance the interests of their members. With case studies from Denmark, Germany, France, Great Britain, Norway etc. the volume showcases the major structural changes brought about by technological, economic and social factors which had significant implications for trade unions and traditional patterns of industrial relations. A major response was the erosion of centralized processes of decision making and a return to the individual, local initiative and an increased interest in entrepreneurship. This book is a must read for scholars of political economy, industrial economy and economics in general.
