Carbon dioxide is released by chemical reactions that are employed to extract energy from fuels, and any regulatory policy limiting the amount of CO2 that could be released from sequestered sources or from energy-generating reactions will require substantial involvement of the chemical sciences and technology R&D community. Much of the public debate has been focused on the question of whether global climate change is occurring and, if so, whether it is anthropogenic, but these questions were outside the scope of the workshop, which instead focused on the question of how to respond to a possible national policy of carbon management. Previous discussion of the latter topic has focused on technological, economic, and ecological aspects and on earth science challenges, but the fundamental science has received little attention. This workshop was designed to gather information that could inform the Chemical Sciences Roundtable in its discussions of possible roles that the chemical sciences community might play in identifying and addressing underlying chemical questions.

Climate change threatens the planet, and yet policy responses have varied widely across nations. Some countries have undertaken ambitious programs to stave off climate disaster, others have done little, and still others have passed policies that were later rolled back. In this book, Matto Mildenberger opens the “black box” of domestic climate politics, examining policy making trajectories in several countries and offering a theoretical explanation for national differences in the climate policy process. Mildenberger introduces the concept of double representation—when carbon polluters enjoy political representation on both the left (through industrial unions fearful of job loss) and the right (through industrial business associations fighting policy costs)—and argues that different climate policy approaches can be explained by the interaction of climate policy preferences and domestic institutions. He illustrates his theory with detailed histories of climate politics in Norway, the United States, and Australia, along with briefer discussions of policies in in Germany, Japan, the United Kingdom, and Canada. Book excerpt: Carbon capture and storage (CCS) is the process of capturing carbon dioxide (CO2) prior to its being emitted into the atmosphere, then either using it in a commercial application or storing it in geological formations for hundreds to thousands of years. If policies aimed at large reductions of CO2 emissions from industrial sources and power plants are enacted, more CCS will be needed. RAND researchers explored the ability of the industrial base supporting the transportation and storage of CO2 to expand, assessing the industrial base for transportation and injection for CO2 for both geologic storage and enhanced oil recovery. They also identified and quantified the activities, equipment, and labor required for transporting CO2 to an injection site, using it in oil recovery, and storing it in a geologic formation. RAND developed four scenarios for future CCS development and determined that under most of them, significant expansion of geologic storage capacity is required after 2025, and that based on current activities, it appears that the industrial base supporting the development of geologic storage has the ability to meet increased needs for CO2 storage.
