Management of some marine protected areas in Indonesia follow a cooperative management (co-management) model. In the co-management model, government agencies, non-governmental organizations, and local community members are all involved in the management of the marine protected area (MPA). Process tracing method was used to illustrate the relationship between co-management, participation, and compliance. Subsequently, the congruence method assessed the congruity between co-management and compliance. The purpose is to refine the co-management theory and test if participation in co-management has produced the promises of compliance. This research uses Karimunjawa’s local community’s perception to assess compliance and enforcement in Karimunjawa National Park (KNP). Using perception as an evidence based research tool, the research aim is to assess Karimunjawa’s local community’s support and potential success of Karimunjawa National Park’s long term marine protected area goals. Archival research revealed only 112 out of a potential 9000 community members were involved in the KNP rezoning process. Majority of the respondents did not know anyone directly involved in the management rezoning in 2012. Also, many believe that education and awareness of MPA goals were the reason why non-compliance occurs. The significance of the findings indicates a lack of participation from the community in this co-managed MPA. By using a mixed method and interdisciplinary approach, this research will produce a more holistic perspective of co-management in KNP.

Book excerpt: Increasing voluntary compliance to marine protected area (MPA) regulations will increase the probability of MPA success. This research utilizes qualitative interview research to determine perceptions of the MPA, discover the drivers of compliance and noncompliance with MPA regulations, and recommend ways to improve compliance in two remote MPAs in Maluku, Indonesia: Ay MPA and Koon MPA. Additionally, this research uses two social behavioral theories to understand interview responses and behavior in these sites: Lindenberg’s (2001) Goal Framing Theory and Ajzen (1991) Theory of Planned Behavior. This research was conducted with the support of the 5-year Sustainable Ecosystems Advanced (SEA Project), led by the United States Agency for International Development, and is supporting the development of MPAs throughout three Indonesian provinces. Interviews demonstrated that perceptions of the MPA can impact drivers of compliance and noncompliance. Compliance is often driven by expected and realized benefits from the MPA and the social responsibility to behave in a manner that will bring benefits to the community. Noncompliance is often driven by perceived limitations or inability to follow the rules, the undesired perceived loss of freedom as well as the desire to increase one’s resources. This research provides site-specific information and recommendations for SEA Project as efforts continue to build management plans and secure government authorization of these two MPAs.

Urgent and integrated effort is critical to reduce the amount of carbon dioxide which traps heat in the atmosphere and causes climate change. Plants have the capacity to absorb and store a large amount of carbon. Recent researches suggest that seagrass ecosystem is one of the most promising carbon sequester and carbon sink. Seagrass absorbs carbon dioxide and converts it into potential energy which is stored in the form of organic carbon. The seagrass’ organic carbon and organic matter from other sources is trapped in the seagrass sediments. Due to this capacity, seagrass is recognized as a natural carbon dioxide removal (NCDR). Compared to tropical rainforests, seagrass meadows have more potential to capture and store a large amount of carbon (i.e. blue carbon). ASEAN countries share similar concerns and equal responsibility to preserve the seagrass ecosystem as a natural-based approach on mitigating global climate change. However, seagrass ecosystem in each of the ASEAN country has its own unique characteristics, posing challenges on the contribution assessment of each country. Thus, a general platform to collect data and calculate carbon sequestration from the seagrass ecosystem needs to be developed, to equally compare data and information among the ASEAN countries. Accordingly, this guideline was developed as a mean to fulfil the need.

The MPAs concepts experienced since Indonesia,Äôs kingdoms eras, continuing the Dutch Colonial period, the next post-independence, and the period from 2000 to the present. One of the functions of MPAs is as a source of livelihood for fishery communities. The size of MPAs in the year 2000 was around 2.6 million hectares (ha) and significantly increased in 2021 up to 23.3 million ha. The size of MPAs is growing along with forming the Ministry of Marine Affairs and Fisheries. The Indonesian government targets MPAs of 32.5 million ha or 10% of the territorial sea of the archipelago. The involvement of stakeholders in the utilization and management of MPAs ensures the area,Äôs sustainability and environmental safety. It improves the welfare of fishermen through the availability of fish resources. Therefore, in the purpose of protecting ecological assets, even though the literature sources were limited, our finding suggests that many MPAs involving local communities and traditional management can become the foundation of the fishery community,Äôs livelihood.

Management and governance of (large and small-scale) coastal marine resource use systems function in highly complex social and ecological environments, which are culturally embedded, economically interest-led and politically biased. Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. By offering a diversity of inspiring and comprehensive contributions on the link between perceptions and behaviour, this Research Topic aspires to critically enlighten the discourse and applicability of such research for finding sustainable, locally identified, anchored and integrated marine resource use pathways.

Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas.
