Habitat break-up, pollution, over-use of natural areas and the creation of artificial landscapes increase the rate of erosion, while reducing species' opportunity for migration, dispersion and exchange. In 1995, when the European Ministers of the Environment met in Sofia, they launched the Pan-European Biological and Landscape Diversity Strategy, so as to strengthen environment and biodiversity conservation policies. The setting up of the Pan-European Ecological Network covering Eurasia was one of the key steps taken under the Strategy. Work has continued on this project, and it is now based on the numerous national, regional and transregional ecological networks being set up throughout Europe.In Kiev, in 2003, the Ministers and heads of delegation noted these positive developments, expressed firm support for the creation of the Pan-European Ecological Network and asked for its constituent parts to be identified and mapped on a pan-European scale.This book looks at the implementation of this Network in the 55 states concerned. It has been written by a team comprising, under the aegis of the Council of Europe, numerous government experts and specialists dealing with the issue of ecological networks. It is intended to reassure Ministers, policy-makers and scientists that they made the right decision in supporting the creation of the Pan-European Ecological Network with a view to (re-)creating a true green infrastructure for Europe.

Book excerpt: The overall objective of the PEENHAB project to develop a methodology to identify spatially all major habitats in Europe. The Pan-European Ecological Network (PEEN) anticipates in the development of an indicative map of an ecological network for the whole of Europe. The design of such an indicative map requires information about the spatial distribution of habitats and species in Europe, as well as inside as outside protected areas. Therefore, the development of European habitat maps is a prerequisite for the further development of a pan-European ecological network. The habitat classes as given in Annex I of the Habitats Directive, better known as Natura 2000 habitats, are taken as the reference. On the basis of the Annex I habitat definitions knowledge rules were defined in a flexible manner using graphic models within a GIS environment to optimally combine existing spatial databases (such as land cover, soil data, topographic data and species distribution maps) to identify the spatial distribution of the major European habitats. At the same time a bottom-up approach is used in collaboration with the SynBioSys project. Currently, a module has been made to predict the Annex I habitats using the Map of the Natural Vegetation of Europe. Both approaches were integrated within the present PEENHAB project.

These decisions will determine the new dimensions of the European landscapes. The Frontis Workshop on the New Dimensions of the European Landscape was held on 10-12 June 2002.
