Besides the high mortality and disease rates and the pain and suffering it causes, poor health robs the continent of human capital, reduces returns to learning, impedes entrepreneurial activities, and restricts economic growth. This study argues that despite financial constraints, significant improvements are possible in many countries, as has been seen in Benin, Botswana, Kenya, Mauritius, and Zimbabwe. The book also presents positive ideas on how to make these improvements. Better Health in Africa documents lessons learned and best practices in four major areas. 1) African households and communities need the knowledge and resources to recognize and respond effectively to health problems. Threats to health should be made known and countered through public and private services. 2) Human and financial resources must be used more productively by reforming health care systems. Correcting sources of waste and inefficiency must take top priority. 3) Cost-effective packages of basic health services can do much to meet the needs of households and reduce the burden of disease. Networks of local health centers and small hospitals in rural and periurban areas can facilitate delivery. 4) Additonal funds totaling $1.6 billion a year can help those living in Africa's low-income areas obtain basic health services. Cost-sharing can make an important contribution to health equity and the sustainability of health services. The report emphasizes that no government should delay committing itself to the task, although progress toward better health will vary from country to country and no single formula will apply to all. Better Health in Africa presents action plans and yardsticks for measuring progress. The idea of the core, cost-effective package of health services complements World Development Report 1993: Investing in Health with an operationally oriented perspective on health services. The report also reflects the views of organizations such as the World Health Organization and UNICEF that will work together in helping African countries adapt and implement the report's recommendations. Book excerpt: Gandhi's Quit India Movement of 1942 was the climax of a nationalist revolutionary movement which sought independence on India's own terms. Indian independence was attained through revolution, not through a benevolent grant from the British imperial regime. "The British left India because Indians had made it impossible for them to stay." The bases for Francis Hutchins' thesis are new facts from hitherto unused sources: interviews with surviving participants in the movement, private papers from the Gandhi Memorial Museum and the Nehru Memorial Museum and Library, documents in the National Archives of India. In particular, he has studied the secret records of the British government, recently made available, which reveal for the first time the extent of the revolutionary movement and Britain's plans for dealing with it. Of the British records Hutchins says, "No other regime has left such careful documentation of its strategies or compiled such extensive records revealing the way in which it was overthrown." Even though England had always proclaimed its hope that India would one day become independent, the tacit assumption was that this was a remote eventuality. Only after Gandhi's Quit India Movement did Britain's political parties resign themselves to the necessity to leave quickly, whether or not they believed India was "ready." Obscured by censorship in India and by preoccupation with World War II, the significance of Gandhi's revolutionary technique was not appreciated at the time. Hutchins' impressive analysis uses the Indian case to develop a general theory of the revolutionary nature of colonial nationalism.

Book excerpt: Since the 1970s there has been a dramatic rise in the Indian population in Brazil as increasing numbers of pardos (individuals of mixed African, European, and indigenous descent) have chosen to identify themselves as Indians. In Racial Revolutions—the first book-length study of racial formation in Brazil that centers on Indianness—Jonathan W. Warren draws on extensive fieldwork and numerous interviews to illuminate the discursive and material forces responsible for this resurgence in the population. The growing number of pardos who claim Indian identity represents a radical shift in the direction of Brazilian racial formation. For centuries, the predominant trend had been for Indians to shed tribal identities in favor of non-Indian ones. Warren argues that many factors—including the reduction of state-sponsored anti-Indian violence, intervention from the Catholic church, and shifts in anthropological thinking about ethnicity—have prompted a reversal of racial aspirations and reimaginings of Indianness. Challenging the current emphasis on blackness in Brazilian antiracist scholarship and activism, Warren demonstrates that Indians in Brazil recognize and oppose racism far more than any other ethnic group.
