Two-thirds of India’s population work in the agricultural sector and account for around 25% of GDP. The Indian indicator of human development is one of the lowest in the world, and a large fraction of the population still lives below the poverty line. Nevertheless, due to India’s liberalising reform programme and the rising economic de-velopment, the number of poor people will decline to 220.1 million by 2007 according to the Planning Commission. The World Bank estimates that India will become the fourth largest economy in the world by 2020. While increasing pressures on domestic industry will have to cope with competition from imports, liberalisation of trade will open up new opportunities for ex-port of goods. India’s service sector has already become the dominant contributor to GDP, accounting for 46 per cent of the total. NASSCOM, the Indian industry’s lobby, has stated that the country’s exports from software, other IT services and business-process-outsourcing in-dustries grew by more than 25% to $12 billion last year, of which infrastructure services accounted for just over $300m. The global market for textiles, clothing and agricultural products will expand dramati-cally, but India’s ability to export will depend on its capacity to keep pace with rising international standards of price, quality productivity and service.

Consequently, scholars, policymakers, and industry officials everywhere generally anticipate the increasing competitiveness of India in high technology activities. Using a structural framework, the author argues that Bangalore's (and India's) information technology (IT) industry is predicated on an Indian business model which does not encourage thick institutional linkages such as those encapsulated by the triple helix model. Under this institutional arrangement there is cross-fertilization of new ideas and new modes of institutional interaction between industry, academia, and government. Though there are several hundred IT businesses in a milieu of numerous engineering and science colleges and high-end public sector research institutes, the supposed thick institutional architecture is in reality quite thin. This is due to a particular type of an export-oriented model which is based on off-shore development of software services, targeted mainly to the United States. Neither domestic market nor non-U.S. markets such as East Asia are pursued aggressively by Indian firms, which offer alternative forms of learning. Consequently, Bangalore's dynamism in the IT industry stems from linear and extensive growth rather than nonlinear and intensive growth. The author argues that Bangalore has serious innovation challenges with weak university-industry linkages, lack of inter-firm collaboration, and the absence of cross-fertilization between the knowledge-intensive defense/public sector and the commercial IT industry. To strengthen Bangalore's and India's innovation system, the Indian business model must be reformed by diversifying geographical and product markets, stemming international and internal brain drain, and contributing to urban infrastructure. When Indian leaders first took control of their government in 1947, they proclaimed the ideals of national unity and secular democracy. Through the first half century of nation-building, leaders could point to uneven but measurable progress on key goals, and after the mid-1980s, dire poverty declined for a few decades, inspiring declarations of victory. But today, a vast majority of Indians live in a state of underemployment and are one crisis away from despair. Public goods—health, education, cities, air and water, and the judiciary—are in woeful condition. And good jobs will remain scarce as long as that is the case. The lack of jobs will further undermine democracy, which will further undermine job creation. India is Broken provides the most persuasive account available of this economic catch-22. Challenging prevailing narratives, Mody contends that successive post-independence leaders, starting with its first Prime Minister, Jawaharlal Nehru, failed to confront India's true economic problems, seeking easy solutions instead. As a popular frustration grew, and corruption in politics became pervasive, India's economic growth relied increasingly on unregulated finance and environmentally destructive construction. The rise of a violent Hindutva has buried all prior norms in civic life and public accountability. Combining statistical data with creative media, such as literature and cinema, to create strong, accessible, people-driven narratives, this book is a meditation on the interplay between democracy and economic progress, with lessons extending far beyond India. Mody proposes a path forward that is fraught with its own peril, but which nevertheless offers something resembling hope.
