Book excerpt: This book analyses the emergence of the Indian Ocean as security complex and a strategic space of central importance and also looks at its prospective future. As well as US-China rivalry, the India-China rivalry is now the defining factor in the Indian Ocean – irrespective of the strategic asymmetry. This new situation has opened a space for middle-powers, old and new, to intervene. The authors argue that this situation may turn into an additional source of instability and that the creation of an inclusive and comprehensive regional security architecture, as well as the strengthening of regional multilateralism, should be the priority of all stakeholders in the coming decade.

The volume highlights the competition between major Asian powers to control the Indian Ocean periphery; shows that cooperation amongst the major regional powers could abate the threat of the potential of conflict becoming global and inviting external intervention; and discusses India’s Look East policy and the deepening relation between India and ASEAN. It argues for the need for Indian Ocean states and particularly SAARC members of the Indian Ocean Rim Association to look afresh at their political and security issues and common interests. It also suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat.

Using a historical approach, it reveals vital links to events in the present day. The volume: Highlights the competition between major Asian powers to control the ‘String of Pearls’ — a reference to the Chinese attempts at controlling the Indian Ocean periphery. Shows that cooperation amongst the major powers of the region could abate the threat of the potential of conflict becoming global and inviting external intervention. Discusses India’s Look-East policy and the deepening relation between India and the Association of Southeast Asian Nations (ASEAN). Argues for the need of Indian Ocean states and particularly the South Asian Association for Regional Cooperation (SAARC) members of the Indian Ocean Rim Association (IORA) to look afresh at their political and security issues and common interests. Suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat. A major contribution on a critical area in Asian geopolitics, this volume will be useful to scholars and researchers of international relations, politics, defence studies and maritime security studies, along with strategic affairs experts and think tanks.

Available in PDF, EPUB and Kindle. Book excerpt: In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

Available in PDF, EPUB and Kindle. Book excerpt: The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. Contributors examine US interests in the Indian Ocean, assess the relative critical importance or imperiled nature of these interests, and propose solutions for American strategy ranging from minimal change to maximum engagement. The book concludes with a comparative assessment of these options and a discussion of their implications for US policymakers. This volume’s perspectives and analysis of the Indian Ocean region will be valued by scholars and students of US foreign policy, South Asia, and security studies as well as by diplomats, military officers, and other practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: This edited book is the outcome of the International Conference on ‘China in Indian Ocean Region’, held on 13th–14th November 2014, organized by UGC Centre for Indian Ocean Studies, Osmania University, Hyderabad. Indian Ocean, third largest ocean in the world surpasses the Atlantic and Pacific Oceans as the world’s largest and most strategically significant trade corridor. Indian Ocean Region (IOR) which is surrounded by Africa, Asia and Australia serves as a maritime highway, linking trans-continental human and economic relationships. Being the world’s most populated region, one third of the world’s bulk cargo and around two thirds of world’s oil ship tankers pass through it. China’s interest in the Indian Ocean Region (IOR) can be traced back to the early 1960s. Ever since Beijing has been increasingly deepening its presence in the IOR for a variety of reasons—oil, trade, security, etc., over 30 per cent of China’s seaborne trade worth about US $300 billion transits across IOR. Sharing a quarter of the world’s population, China faces ever increasing demand for energy. China has little choice but to look beyond its borders for its energy needs. About 77 per cent of its oil imports are sourced from West Asia and Africa and these are transported through the Indian Ocean. Thus China’s dependence on the Indian Ocean continues to grow for energy imports from the Gulf, to import resources from Africa and trade with Europe. With China steadily spreading its footprints in the Indian Ocean Region with increasing military presence and with the rapidly growing Navy being equipped with warships, destroyers and nuclear submarines, this book analyses in depth growing Chinese influence in Indian Ocean Region (IOR), Geopolitical interests of China, Security and Economic implication for India. This volume will be of considerable interest to the students and scholars of international relations in the contemporary situation.

Available in PDF, EPUB and Kindle. Book excerpt: Scholars and policy makers have traditionally viewed portions of the Indian Ocean and the Western Pacific as separate and discrete political, economic, and military regions. In recent years, however, a variety of economic, political, and military forces have made many within the academic community, as well as a growing number of national governmental leaders, change their perceptions and recognize that these maritime expanses are one zone of global interaction. Consequently, political, military, and economic developments in one maritime region increasingly have an impact elsewhere. Analyzing and assessing the contemporary maritime challenges in the Indian Ocean and the Western Pacific, this valuable study highlights the current prospects for peace and security in what is rapidly becoming recognized as an integrated and interactive political, military-strategic, and economic environment. This work will be of interest to researchers and policy makers involved in regional studies, as well as security studies, conflict resolution, military, and peace studies.

Book excerpt: 'The editor has grouped the 15 substantive chapters into one of four themes: order, leadership, institutions, and prospects and perspectives. She succinctly expresses the unifying challenge within the region as one of managing rapid growth but also confronting its vulnerability. There is much of value in this volume …'Journal of the Indian Ocean RegionFive out of the eight South Asian countries have direct access to the Indian ocean, yet research tends to focus instead on the region's landmass. Much less attention is paid to the extensive maritime space that links South Asian countries, provides their populations with vital access to resources, connects their economies to global trade networks and perhaps most importantly, contributes to law and order at sea.At a time when the Indian Ocean has gained great interest and relevance for many global actors, the role and location of South Asia will have critical implications for strategic calculation and alignment. Furthermore, if trade imbalances are to be tackled and economic globalization to regain steam, enhancing South Asia's ability to export and import through the oceans is essential. Finally, climate change is projected to impact South Asia massively. Coping with humanitarian crises and natural disasters will need critical investments in maritime capacities and cooperation. This edited volume brings together multiple perspectives on contemporary maritime governance in South Asia, from practitioners, policy-makers and academics around the world. They examine India's role as South Asia's leading naval and economic power and the capacity of key actors to shape maritime order in the Indian Ocean.

The author examines the geopolitics of the region in historical perspective and describes the evolution of U.S. and Soviet strategy in the Indian Ocean. The central theme of the book is that the naval deployments of the superpowers should be seen in the context of each power's economic and security interests rather than in the context of military rivalry. The book provides an incisive and comprehensive account of U.S. and Soviet strategies in the Indian Ocean by establishing and integrating the links between the economic, political, and strategic dynamics of the situation.

Book excerpt: First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

The Indian Ocean Region has become increasingly important to discussions on energy security, not only because of the critical importance of regional states as energy suppliers, but also because of the essential role of the Ocean as an energy route. The main purpose of this volume is to provide an elaborate and critical evaluation of some of these issues and their implications for regions outside the Indian Ocean.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume critically examines the concept of the “security dilemma” and applies it to India–China maritime competition. Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.
