Book excerpt: The conference of the European Institute for social security, on the social security and the economic crisis, prepared by its Colloque, held in Tole do in 1981, was held from the 30th of September untill the 2nd of October in Zoetermeer, the Netherlands. The Yearbook 1982 contains the reports presented at the Conference in Zoetermeer, which was opened by the Dutch Minister of Social Affairs and Employment, L. de Graaf. The Conference had before it ten national reports and seven synthesis reports (Paul 0 'Higgins, Benefits in general; Jan Pierik, Financing; Winfried Schmahl, Pensions; Yves Saint Jours, Health; Pasquale Sandulli, Unemployment; Martin Partington, Minimum income and family allowances; Jef van Langendonck, Social Security and Economic Insecurity). Most unfortunately Paul O'Higgins did not deliver the written text of his report and we regret that for that reason, we cannot include his report in this yearbook. The Conference, which got the hospitality of the Dutch Social Security Council in Zoetermeer, was very well organised and financed by the Dutch social security institutions and the Ministry of Social Affairs and Employment. The Institute wants to express its sincere gratitude to Mr. J. Oosterhuis and his collegues and to the ladies of the secretariat Annemie Dancot, Jose Goes, Joke Torenburg and Lisette Veldkamp.

This book was released on 1992 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

Book excerpt: Among the issue explored are the following: motivation, mobility, and flexibility in the labour market; effect of contractualisation on public accountability and responsibility; effect on the individual's statutory relationship under social security; whether and to what extent the conditions on which one country successfully introduces contractualisation apply to other countries; and, the unemployed individual as 'contract partner': What conditions can he or she set? The analyses focus on experience with contracts as service deliverance in the labour markets of eight countries: Australia, the United Kingdom, The Netherlands, Belgium, France, Germany, and Finland. Because a certain measure of experience has already been built up by governments, providers, and clients, now is the time to try and learn form good as well as bad practices in order to build coherent institutional frameworks to help the unemployed

Book excerpt: Welfare-to-work or activation policies refer to programmes aimed at promoting the employability, labour-market and social participation of benefit recipients of working age. Frontline workers delivering these policies are conceived of as policy implementers, as policy makers, and as actors mediating politics in an arena where conflicting interests are at stake. Frontline work plays a crucial role in determining what welfare-to-work practically means and how it affects the lives of the people it targets. Yet few books have deliberatively focused on comparing what happens when frontline workers, some of whom are professional social workers, meet clients. Pioneering the provision of scholarly reflections on both theoretical and policy relevance of studying frontline practices of delivering activation, internationally renowned researchers present the first comparative analysis of how activation policies are actually delivered by frontline staff in selected EU countries and in the United States. In trying to understand and interpret frontline practices in activation, each contribution provides insights into what ‘activation in practice’ looks like, what services are provided and how they are enacted. This involves examining processes of client selection, monitoring, sanctioning and motivating, as well as the role of external service providers. This book is an important acquisition for scholars and researchers of social policy, public administration, public management, social work and policy implementation.

This book was released on 2017-11-30 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Prisoners of Want examines the experience of the unemployed and their protests in France in the interwar years. Little has been written on the experience of unemployment in France despite the wealth of material - social and medical investigations, government reports, novels, memoirs and newspapers - that can be used to reconstruct the representation and reality of the experience. Assessing the impact of unemployed protest upon the authorities (in terms of policy and the longer term development of the welfare state) this book places the role of the unemployed in the wider context of European social movements in the 1930s, as well as considering the significance of unemployed protests upon the French collective memory. The part played by the French Communist Party in the creation and leadership of the movements of the unemployed, and the range of activities these movements undertook, is also explored. From self-help to protests, hunger marches, demonstrations, relief work, school strikes, town hall occupations and riots; all were strategies that the unemployed utilised to draw attention to their plight. Crucial to explaining the characteristics of these movements is an understanding of the dynamics of protest and how different tactics were selected during their development, particularly the extent to which tactical shifts were related to the nature of the response of the authorities. By exploring these under-researched facets of political life, a much fuller understanding of French society during the turbulent interwar years is offered.

This book was released on 2003 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this work, Timothy Smith argues that although post-World War II politicians have attempted to take credit for the creation of the welfare state, the social reform movement in France actually grew out of World War I. Smith shows that French social spending before World War II was well above the European average and demonstrates that the present welfare state is based on a structure that already existed but was expanded and consolidated with great political fanfare during the 1940s. Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law covered over 50 per cent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink the common view of interwar France as a time of utter political, economic and social failure.
