Book excerpt: Welfare-to-Work is the employment and training part of California Work Opportunity and Responsibility for Kids, CalWORKs (California version of TANF program). It helps participants receiving public assistance to leave welfare and to achieve self-sufficiency through gainful employment. The program attempts to make recipients more employable by offering them education, training, and work to help them transfer from temporary subsidized to permanent unsubsidized employment. However, the ability of TANF recipients to exit and to find a permanent job is often limited by the work barriers they face (Lee, J & Vinokur, A., 2007). There is a strong connection between the barriers and employment outcomes. The likelihood of sustaining a job declines as the number of barriers increases. Securing unsubsidized employment in a competitive labor market is challenging for Welfare-to-Work participants with work barriers such as limited education and work experience, language barriers, transportation, and others. Loprest and Zedlewski stated that welfare participants are not able to attain jobs with wages above the official U.S. poverty level (Loprest & Zedlewski, 2011). Moreover, participants with inadequate human capital, such as a low level of education and work experience, suffer from low self - esteem and self -efficacy (Kunz., J & Kalil., A., 1999). Welfare- to- Work participants suffering from low self-esteem may find it harder to be more optimistic about improving their education and employment, and overall, to believe that their efforts will have positive results. Insufficient and inadequate job readiness training does not prepare participants properly for future employment assignments. It hurts their self-esteem and self-efficacy at the workplace; therefore, it could be considered a barrier to employment (Kunz & Kalil., 1999). Employment for Welfare-to-Work participants is a stable income source that could support their families, improve their quality of life, and reduce poverty. Additionally, it will help them avoid long-term dependence on public assistance, reducing the government's burden by decreasing the number of caseloads. Unemployment, on the other side, can have negative health consequences on participants. "It could be a source of depression, low self-esteem, and other stress-related issues" (Kunz, J., & Kalil, A. 1999). According to Kunz, there is a direct link between unemployment and the participants' health condition. The longer they stay on welfare rolls, the higher the chances of having low self-esteem and self-efficacy, and depression, making it harder to focus on getting employed (Kunz, J., & Kalil, A. 1999). The research aims to identify the participant's employment barriers and their impact on their employment outcomes. The research results could help Welfare-to-Work program administrators to adjust some program parts with recipients' needs and employers' requirements. They should give welfare recipients facing employment barriers a real chance for success, instead of placing them in work assignments without assessing their skills and weaknesses, which will inevitably fail. Assessment of participants' weaknesses can identify potential barriers they face, so specialized supportive services can be implemented quickly (Loprest & Zedlewski, 2011).

A field survey, conducted during June and July 1979 (two months after provisions of the amendment went into effect), assessed the early effects of the reauthorization in the following areas: serving the disadvantaged; wages, jobs, and services; transition to unsubsidized employment; and planning and administration. The act's wage and eligibility provisions are the two major forces shaping the PSE program. Because wage provisions are forcing prime sponsors to eliminate or restructure high wage PSE positions, new PSE jobs have become less attractive to persons with alternative employment opportunities and more accessible to persons with limited qualifications. The wage provisions have also reduced the number of available professional and skilled positions. Stiffer eligibility criteria not only increase the share of disadvantaged persons participating in PSE programs, but also reduce the proclivity of sponsors to use PSE workers to provide essential public services. The goal of combining training and other employability development services with PSE jobs has remained CETA's most elusive goal. Eight recommendations for improving the PSE program were made. (MN)

In Jobs for the Poor, Timothy Bartik calls for a dramatic shift in the way the United States confronts this problem. Today, most efforts to address this problem focus on ways to make workers more employable, such as job training and welfare reform. But Bartik argues that the United States should put more emphasis on ways to increase the interest of employers in creating jobs for the poor—or the labor demand side of the labor market. Bartik's bases his case for labor demand policies on a comprehensive review of the low-wage labor market. He examines the effectiveness of government interventions in the labor market, such as Welfare Reform, the Earned Income Tax Credit, and Welfare-to-Work programs, and asks if having a job makes a person more employable. Bartik finds that public service employment and targeted employer wage subsidies can increase employment among the poor. In turn, job experience significantly increases the poor's long-run earnings by enhancing their skills and reputation with employers. And labor demand policies can avoid causing inflation or displacing other workers by targeting high-unemployment labor markets and persons who would otherwise be unemployed. Bartik concludes by proposing a large-scale labor demand program. One component of the program would give a tax credit to employers in areas of high unemployment. To provide disadvantaged workers with more targeted help, Bartik also recommends offering short-term subsidies to employers—particularly small businesses and nonprofit organizations—that hire people who otherwise would be unlikely to find jobs. With experience from subsidized jobs, the new workers should find it easier to obtain future year-round employment. Although these efforts would not catapult poor families into the middle class overnight, Bartik offers a powerful argument that having a full-time worker in every household would help improve the lives of millions. Jobs for the Poor makes a compelling case that full employment can be achieved if the country has the political will and adopts policies that address both sides of the labor market. Witnesses stressed the importance of the Earned Income Tax Credit and the need to pass some type of health care legislation for the working poor so that they are better off working than being on welfare. Problems with the JOBS program included the following: lack of money, resulting in long waiting lists; emphasis on participation rather than on outcomes; and lack of good of jobs available for people who were trained.
