Book excerpt: Jose Maria Figueres Olsen Former President Republic of Costa Rica The heated debate about global climate change continues. Some say it is the gravest calamity our species has ever encountered. Others deny its existence altogether. As with most caseS of human decision making, the truth is most likely somewhere in the middle. The challenge of this particular set of decisions is the overwhelming sense of uncertainty. Science cannot fully attribute the climatic catastrophes occurring before our eyes to increasing levels of greenhouse gas concentrations. Neither can Science prove that extreme events and warming trends are unrelated to human behavior. Economic models, sophisticated as they are, cannot agree on the costs of reducing carbon dioxide (C~) emissions in industrialized countries. International negotiations are thus mired in the morass of scientific and economic uncertainty. The are only two elements of certainty in the whole debate. The frrst is the need for precaution. The potential impacts are such, that the risk of inaction is unaffordable to the human race. Under the current state of knowledge, mankind must take cautious but unequivocal steps to reverse current patterns.

In the past six years, the world's fishery sector has reached a turning point with global fish production reaching a plateau of approximately 100 million tons annually. While aquaculture output continued to grow, yields from capture fisheries were uneven and showed increasing signs of stagnation because of widespread overfishing and overcapitalization, ineffective management, deteriorating resource health, declining or flat global harvests, and inefficient economic and trade policies. This paper examines the role of subsidies in fisheries.

Book excerpt: The project's specific objective is to “evaluate, adapt, and implement relevant best practices derived from the successful management of Huangshan National Scenic Reserve to strengthen and upgrade the existing municipal system of protected areas (PAs).” This is to be achieved by adopting a tiered, sequential approach applied to different classes of Nature Reserves (NR) grouped to best benefit from project-supported activities in a cost-effective manner. This MTE is being conducted for the purposes of both accountability and learning of GEF, GCU, FAO, and other participating institutions. This MTE documents important lessons to guide the remaining phase of the project and will serve as an input to improve its implementation. Likewise, it will present strategic recommendations in order to ensure that all the planned results of the project will be achieved if considered realistic. Book excerpt: South Africa's fynbos region has intrigued biologists for centuries. It has achieved iconic status as a locus of megadiversity and therefore a place to study the ecological underpinnings of massive evolutionary radiations. Researchers have made great advances over the past two decades in unravelling the complexities of fynbos ecology and evolution, and the region has contributed significant insights into the adaptive radiations of large lineages, conservation science, pollination biology, invasive plant biology, and palaeoanthropology. Lessons from the fynbos offer much of value for understanding the origin, maintenance, and conservation of diversity anywhere in the world. This book provides the first synthesis of the field for 20 years, bringing together the latest ecological and evolutionary research on the South African global biodiversity hotspots of the Greater Cape Floristic Region - the iconic fynbos and succulent karoo. It explores the historical and modern physical and biological environment of this region, the circumstances and processes which have fostered its remarkable biodiversity, and the role this diversity has played in the emergence of modern humans. It also discusses the challenges of contemporary management and conservation of the region's biodiversity in the face of accelerating global change.

Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides a systematic approach to legislation and legal practice concerning energy resources and production in Argentina. The book describes the administrative organization, regulatory framework, and relevant case law pertaining to the development, application, and use of such forms of energy as electricity, gas, petroleum, and coal, with attention as needed to the pervasive legal effects of competition law, environmental law, and tax law. A general introduction covers the geography of energy resources, sources and basic principles of energy law, and the relevant governmental institutions. Then follows a detailed description of specific legislation and regulation affecting such factors as documentation, undertakings, facilities, storage, pricing, procurement and sales, transportation, transmission, distribution, and supply of each form of energy. Case law, intergovernmental cooperation agreements, and interactions with environmental, tax, and competition law are explained. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for energy sector policymakers and energy firm counsel handling cases affecting Argentina. It will also be welcomed by researchers and academics for its contribution to the study of a complex field that today stands at the foreground of comparative law.
