Book excerpt: We live in a world of wide pendulum swings regarding management policies for protected areas, particularly as they affect the involvement of local people in management. Such swings can be polarizing and halt on-the-ground progress. There is a need to find ways to protect biodiversity while creating common ground and building management capacity thr

Book excerpt: This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

Book excerpt: This publication contains the annual review for fiscal 1996 (July 1995-June 1996) and a 10-year accounting of the project portfolio in a project matrix (Appendix). The annual review portion of the publication is divided into four sections:an overview, a series of regional review, a set of reviews on a spectrum of environmental and social issues, and a brief scan of relevant publications. The environmental and social issues discussed include:biodiversity conservation; fostering global warming solutions through energy efficiency, demand side management and renewable technologies; linking physical environmental effects to economic impacts; legal aspects of environmental management; building strategic alliance to avoid duplicating efforts in environmental work; Bank's work on pollution management and technology policy; engaging private sector into environmental investments; enhancing participatory approaches in decisionmaking; and freshwater, coastal and marine resource management. In addition, a new column called Reflection sets the context for the Bank's work in the larger global agenda drawn up in Rio's Agenda 21 in 1992.

Available in PDF, EPUB and Kindle. Book excerpt: This study analyzes the interrelationship between local benefits and global environment benefits in the Global Environment Facility (GEF) strategies and projects in order to: Enhance GEF policies, strategies, and project design and implementation so these can effectively promote the potential for local gains in those global environmental programs where actors need to be mobilized for long-term support of sound environmental management, costs incurred by local communities for supplying global environmental goods need to be reduced, and possible negative impacts need to be ameliorated. Strengthen GEF monitoring and evaluation policies and processes to develop indicators for, and enhance the tracking of, local benefits and negative impacts. Expand the body of existing operational knowledge of good practices and experiences germane to pursuing global environmental issues and of constraints or fallacies to be avoided in operations. Disseminate widely the most valuable lessons of existing experience and show how these lessons can be implemented in future GEF operations.

Available in PDF, EPUB and Kindle. Book excerpt: Environmentally sustainable development has become one of the world's most urgent priorities. But countries cannot achieve it alone: it depends on international coordination and action. Greening International Institutions, the latest in a series of highly-acclaimed publications devoted to environmental and developmental law, assesses how far and how successfully intergovernmental organizations have responded to the challenge. The organizations analyzed include: the UN General Assembly, the new Commission for Sustainable Development, UNEP, UNDP and UNCTAD, WTO, GATT, NAFTA, the Bretton Woods institutions and several regional bodies, as well as treaty bodies and the mechanisms for avoiding and settling disputes. For each, the contributors provide an accessible overview of the organization's mandate and structure, examine substantive policy initiatives and assess the need and scope for procedural and institutional reform. Drawing together a collection of essays by lawyers and researchers from various backgrounds, Greening International Institutions is stimulating reading for students and policy-makers, as well as anyone concerned with the development of international institutions. Jacob Werksman is an attorney, a Programme Director at FIELD, and Visiting Lecturer in International Economic Law at the University of London. Greening International Institutions is the fifth volume in the International Law and Sustainable Development series, co-developed with FIELD. The series aims to address and define the major legal issues associated with sustainable development and to contribute to the progressive development of international law. Other titles in the series are: Greening International Law, Interpreting the Precautionary Principle, Property Rights in the Defence of Nature and Improving Compliance with International Environmental Law. Available in PDF, EPUB and Kindle. Book excerpt: Evaluation is increasingly important for finding sustainable solutions for the people and the planet, based on a systematic analysis of what works, for whom, and under what circumstances, and to contribute to the achievement of the Sustainable Development Goals, as they pertain to the environment. This book explores why the Global Environment Facility (GEF) invests in evaluation for accountability and learning to inform its decision-making on programming priorities, and how this leads to wiser funding decisions and better program performance on the ground. The book is based on real-life experiences of how to make evaluation count for international environmental action. Drawing upon comprehensive evaluations of the GEF, it provides unique insights from authors responsible for designing, implementing, and disseminating the findings of the evaluations. No other multilateral development or environment agency places evaluation fully at the center of their decision-making. The book outlines the trends in the global environment and the changing landscape of international environmental finance. It defines the role of the GEF and explains its institutional framework and the unique partnership that involves donor and recipient countries, multilateral development banks, UN agencies, nongovernmental organizations (NGOs), and national agencies in the developing countries. Further, it provides useful pointers to other organizations wishing to enhance evidence-based decision-making for improving their relevance, performance, and impact. The book will be most suitable for graduate-level, specialized study in a variety of disciplines such as environmental and development economics, political science, international relations, geography, sociology, and social anthropology. Available in PDF, EPUB and Kindle. Book excerpt: 'The Annual Review of Development Effectiveness 2009' presents evidence on the World Bank s efforts in two areas. Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M and E). Part II examines the Bank s support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank s project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank s involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects those managed by sectors other than environment lack reporting of environmental outcomes.
