Such policies rose in popularity in the 1970s to address the shortage of affordable housing and concentration of poverty in the United States. Recently, local governments in California have weakened or eliminated such regulations. This thesis provides a qualitative assessment of the costs and benefits of IZ policies from the perspective of local government officials to illuminate why cities and counties in California have recently started to reconsider the once popular affordable housing tool. My findings indicate IZ policies impose local costs while generating regional benefits. Thus, I provide two recommendations to strengthen local IZ policies in California. First, I argue local governments should adopt affordable housing development fees. Secondly, I suggest the state adopt and enforce a mandatory inclusionary housing program policy.

Book excerpt: Inclusionary zoning laws, which provide incentives to private housing developers to build affordable housing in the community, have the potential to solve the growing affordable housing crisis. Unfortunately, these laws face a lot of resistance from community members based on the deep-seated fear that increasing the amount of affordable housing will deteriorate the quality of schools and increase crime rates. This study aims to corroborate existing evidence that mixed-income neighborhoods can be beneficial for the community. In contrast to previous studies that focused on individual resident outcomes, this study looks at the impact of increasing the amount of affordable housing in areas of opportunity on the entire county. This study uses a difference-in-difference model to evaluate the effect of inclusionary zoning laws on education, crime, and health outcomes in counties in California. After a thorough analysis, supported by dynamic estimates, the models did not reveal statistically significant positive impact. However, the results also did not show a statistically significant negative impact, suggesting that local residents' fear of affordable housing in the community is unwarranted. With over 45 million working families facing a serious housing cost burden, this study makes the case that inclusionary zoning laws should not be discounted as a responsible, fiscally sound, solution to the affordable housing crisis.

Urban planning is a craft learned through practice. Planners make rapid decisions that have an immediate impact on the ground—the width of streets, the minimum size of land parcels, the heights of buildings. The language they use to describe their objectives is qualitative—“sustainable,” “livable,” “resilient”—often with no link to measurable outcomes. Urban economics, on the other hand, is a quantitative science, based on theories, models, and empirical evidence largely developed in academic settings. In this book, the eminent urban planner Alain Bertaud argues that applying the theories of urban economics to the practice of urban planning would greatly improve both the productivity of cities and the welfare of urban citizens. Bertaud explains that markets provide the indispensable mechanism for cities’ development. He cites the experience of cities without markets for land or labor in pre-reform China and Russia; this “urban planners’ dream” created inefficiencies and waste. Drawing on five decades of urban planning experience in forty cities around the world, Bertaud links cities’ productivity to the size of their labor markets; argues that the design of infrastructure and markets can complement each other; examines the spatial distribution of land prices and densities; stresses the importance of mobility and affordability; and critiques the land use regulations in a number of cities that aim at redesigning existing cities instead of just trying to alleviate clear negative externalities. Book excerpt: The central premise of inclusionary zoning is that by requiring a certain percentage of units to be affordable in all new development, local governments can implement a policy that produces affordable units and improves the equitable distribution of social networks, social capital and social services. To analyze whether inclusionary zoning has resulted in increased racial and economic integration and facilitated access to social services, this paper examines Davis, California as a case study because it seems likely that the longstanding policy has influenced integration. The author uses the index of dissimilarity to compare tract-level Census data from 1980 through 2000 in order to analyze economic and racial integration in the decades before and after the policy was implemented. The author also mapped government records data using GIS in order to spatially represent the location of social services and affordable housing developments created by the inclusionary policy. Using these maps, the author compared trends in residential patterns of race, income, and social services through a tract level analysis of area profiles, point data, and buffers. The results reveal that there is a relationship between Davis' innovative inclusionary zoning program and increased racial integration and access to social services, but there was little evidence of integration for income groups. While inclusionary zoning policy targets income groups specifically, with racial integration as a co-benefit, the sizable student population in Davis may have influenced the results. Overall, Davis' inclusionary policy seems to be successful, but can potentially do even more for disadvantaged groups.

The analysis compares cities with and without such policies and isolates the effects of inclusionary zoning programs by carefully controlling for spatial and temporal conditions, such as the neighborhood or school district within which the house is located and changing market conditions over time. The analysis found that inclusionary zoning policies had measurable effects on housing markets in jurisdictions that adopt them; specifically, the price of single-family houses increases and the size of single-family houses decreases. The analysis also found that, although the cities with such programs did not experience a significant reduction in the rate of single-family housing starts, they did experience a marginally significant increase in multifamily housing starts. The magnitude of this shift varied with the stringency of the inclusionary requirements. Finally, the analysis found that the size of market-rate houses in cities that adopted inclusionary zoning increased more slowly than in cities without such programs. The results are fully consistent with economic theory and demonstrate that inclusionary zoning policies do not come without costs.
