Even though practitioners and academicians have been continuing their debates on the merits of strategic planning. The literature on planning in small business has grown considerably over the past decades. With a few notable exceptions, many scholars have recommended that small firms need to use strategic planning as an essential tool for their improved performance. According to Gibb and Scott (1985) strategic planning can almost certainly influence the growth of the company and provide a frame work for enhancing this or it can also help maintain the existing size and capability of the firm. Although, the preconceived notions of strategic planning support the idea that formal strategic planning practices heightens the owner managers' ability to think strategically (Porter, 1980; Lyles et al., 1993). Hence, the present study is initiated on incidence of strategic planning in small business. Secondary data have come from research monograms, books, and journals etc. Therefore, this study will contribute to the existing stock of knowledge in the literature of strategic planning in small business. Finally, based on the empirical findings strategic planning contributed significantly to the relationship with overall performance of small business under the study.

The focus was to gauge the level of importance small businesses placed on strategic planning, if any. The general problem to be addressed was the level of importance small businesses place on strategic planning that could affect organizational problems such as high turnover, low job satisfaction, poor engagement and performance, financial uncertainty, customer dissatisfaction, tarnished company reputation, and company closure. The purpose of this qualitative case study was to enhance the body of knowledge through magnifying the explanations behind organizational and operational issues in the service industry and the impact strategic planning could offer. Three research questions were designed to investigate further. The study consisted of one ten question interview that was strategically designed and given to 23 small businesses to provide their own unique experiences. Six themes emerged after organizing and analyzing the data. Themes included participants asking for more information or examples of specific interview questions, participants having a sudden realization of the use of strategic planning within their business or changing their perspective on the use of strategic planning terminology, placing a high importance on strategic planning, and referencing covid as a challenging in planning. In completing the final analysis, it was noted that the strategic planning and strategic management body of knowledge is evolving and mutating rapidly, especially after the pandemic in 2020 affected small businesses. The findings pointed to a need for more research involving the innovations and adaptations small businesses used to navigate organizational problems post pandemic, and ways small business owners could use strategy in planning for events that are uncertain or unexpected.

A review of relevant literature revealed that strategic management is a very important approach that all businesses need, no matter their size, in order to enhance effectiveness. It is known to support professionalism, profitability and sustainable value addition when applied according to best practice. Quantitative and qualitative approaches to data gathering were applied to enable the researcher to establish a richer picture of the exact situation on the ground. Quantitative data were collected from a sample of 292 respondents while qualitative data were obtained from a sample of 127 key informants and stakeholders. Drawing inspiration from the survival strategies of the chameleon, the researcher postulated the Chameleon Survival Strategy Model for small and medium-scale enterprises. The model was then used as a benchmark in the analysis of quantitative data, which were treated using the statistical package for the social sciences (SPSS) and qualitative data, which were content analysed. The chameleon survival strategy was used as the standard to assess the extent to which small and medium scale enterprises were compliant with the fundamentals of strategic management as exhibited by the chameleon in its environment. The key findings were that SMEs failed the Chameleon Survival Strategy Model test, based on the overall value of the model’s index obtained after data analysis. It was observed that SMEs did not practice strategic management and were therefore not consistent with the chameleon survival strategies, outlined in the model’s seven attributes. The conclusions drawn, recommendations and implications of the study on Government policy, the work of stakeholders and entrepreneurs, are presented in this document. The conclusions point to the need for Government and stakeholders to revisit their interventions and support programmes targeting entrepreneurs, to include strategic management capacity development. The lack of knowledge and exposure was found to be the key reason for entrepreneurs’ failure to embrace strategic management in their operations. It is also recommended that Government and stakeholders carry out constant needs assessment to establish the exact needs of entrepreneurs, which tend to be quite dynamic.
