Although hundreds of books have been published on the Armenian question and massacres, very little is known about their services in the cultural, economic and administrative life and development of the Ottoman Empire. This study is an investigation into the contribution by Armenians to Ottoman public life from 1860, when the Armenian community in Turkey was given a new legislative Constitution on the basis of Tanzimat (Reforms) until 1908, when the young Turks seized power and there followed a bitterly fanatic policy of intolerance which had tragic consequences for both the Armenians and the Turks. The author has concentrated his investigations on the eastern provinces of Anatolia, which earlier formed the western part of historic Armenia and which in the diplomatic language of the nineteenth century were referred to as ‘provinces inhabited by Armenians’. To these he has added the provinces of Syria, close to the neighbouring Armenian Kingdom of Cilicia, and where, especially in and around Aleppo, old Armenian communities had settled. Both in Anatolia and Syria, the Armenians were employed in various administrative, judicial, economic and secretarial fields and, to a lesser extent, in technical affairs, agriculture, education and public health. The author shows how this contribution was made in spite of the fact that for the Armenians these were years of transition from their established status as a favoured Christian millet to the tragic insecurity of a hunted people.

It is also a story of dedication and determination, for despite fixed-wing aircraft proving their value over the battlefields of the Western Front during the First World War, convincing governments and public alike that they had a role in peacetime proved far more challenging. The Americans, as inventors of heavier-than-air powered flight, had briefly courted with a passenger airline across Tampa Bay in 1914, yet it took a further nine years for mail to be flown coast-to-coast. In 1919 a British company made the first international scheduled flight between London and Paris, but the continuation of regular services was thwarted by a less-than-enthusiastic government that allowed its generously subsidised French competition, for a short time at least, to fly cross-Channel passenger schedules unimpeded. The British eventually realzed that fast links with their Empire were vital, followed the example of the French and Dutch who had forged air links with their cousins in North Africa and the Far East. Meanwhile, in South America, the Germans, forbidden under the Versailles Treaty from any major aircraft-building, were establishing cunning supremacy by forming airlines throughout South America and in China. While America awaited a transcontinental passenger service, Juan Trippe's Pan American Airways was crossing swords with Ralph O'Neill of New York, Rio & Buenos Aires Line (NYRBA) for air supremacy between the US, Brazil, Argentina and elsewhere in Latin America that led to the formation of arguably the world's greatest airline. In Russia, Igor Sikorsky had built a vast passenger-carrying aircraft, the Il'ya Muromets, and politicians debated whether giant airships or fixed-wing aircraft should rule the skies _ an issue that was put firmly to bed when the mighty German airship Hindenburg exploded while mooring at Lakehurst in 1937. Marshall, distinguished author of numerous books on the British Empire and former Rhodes Professor of Imperial History, provides a unified interpretation of British imperial history in the later eighteenth century. He brings together into a common focus Britain's loss of empire in North America and the winning of territorial dominion in parts of India and argues that these developments were part of a single phase of Britain's imperial history, rather than marking the closing of a 'first' Atlantic empire and the rise of a 'second' eastern one. In both India and North America Britain pursued similar objectives in this period. Fearful of the apparent enmity of France, Britain sought to secure the interests overseas which were thought to contribute so much to her wealth and power. This involved imposing a greater degree of control over colonies in America and over the East India Company and its new possessions in India. Aspirations to greater control also reflected an increasing confidence in Britain's capacity to regulate the affairs of subject peoples, especially through parliament. If British objectives throughout the world were generally similar, whether they could be achieved depended on the support or at least acquiescence of those they tried to rule. Much of this book is concerned with bringing together the findings of the rich historical writing on both post-Mughal India and late colonial America to assess the strengths and weaknesses of empire in different parts of the world. In North America potential allies who were closely linked to Britain in beliefs, culture and economic interest were ultimately alienated by Britain's political pretensions. Empire was extremely fragile in two out of the three main Indian settlements. In Bengal, however, the British achieved a modus vivendi with important groups which enabled them to build a secure base for the future subjugation of the subcontinent. With the authority of one who has made the study of empire his life's work, Marshall provides a valuable resource for scholar and student alike.
