Sheinin challenges the accepted view that confrontation has been the characteristic state of affairs between the two countries. Sheinin draws on both Spanish- and English-language sources in the United States, Argentina, Canada, and Great Britain to provide a broad perspective on the two centuries of shared U.S.-Argentine history with fresh focus in particular on cultural ties, nuclear politics in the cold war era, the politics of human rights, and Argentina's exit in 1991 from the nonaligned movement. From the perspectives of both countries, Sheinin discusses such topics as Pan-Americanism, petroleum, communism and fascism, and foreign debt. Although the general trajectory of the two countries' relationship has been one of cooperative interaction based on generally strong and improving commercial and financial ties, shared strategic interests, and vital cultural contacts, Sheinin also emphasizes episodes of strained ties. These include the Cuban Revolution, the Dirty War of the late 1970s and early 1980s, and the Falklands/Malvinas War. In his epilogue, Sheinin examines Argentina's monetary crash of December 2001, when the United States-in a major policy shift-refused to come to Argentina's rescue.

Book excerpt: Excerpt from Argentina and the Argentines: Notes and Impressions of a Five Years' Sojourn in the Argentine Republic, 1885-90 This volume pretends to be nothing more than its subsidiary title indicates; namely, a series of "Notes" or sketches of Argentina and the Argentines, made during a sojourn of nearly six years in Buenos Ayres. Of the imperfections and shortcomings of the "Notes," no one could be more sensible than the writer of them. Begun hardly in earnest; without connection, continuity, or definite plan; they may be compared rather to instantaneous photographs taken at haphazard, and which depict alike the natural and the ludicrous, than to elaborate and carefully studied pictures. In addition to other inconveniences, the writer had the misfortune to lose, during the troublous times following the Revolution of July, 1890, a large collection of shorthand notes relating chiefly to the events of the years 1886-87 - a loss which it was impossible to repair, and which has compelled him to trust to his memory for some of the particulars related in the book; and although pains have been taken to verify, as far as was possible at this distance of time and place, the particulars referred to, it is not improbable that some inaccuracies of detail may have crept into the descriptions, and equally possible that the "Notes" which have been perforce omitted might have been found more interesting and instructive than those which are now given.
