It addresses the question of whether Surakarta’s strategy for handling the city’s informal sector and marginal settlements shows evidence of sustainability and good governance. The book illustrates current trends in urban development and discussions on effective strategies for improving living conditions in slums on both a global and national scale. Using four main programs as examples, it presents a detailed overview of Surakarta’s housing policies regarding the poor. It critically evaluates the city’s relocation measures and shows that Surakarta’s city government has put into place an effective policy, reaching the poor by inclusive approaches. Influenced by global discussions and best practices, the programs examined are characterized by elements of good governance and Solo’s strategies have already been disseminated to other Indonesian cities. However, the book argues that deficits remain regarding participation and transparency. The work is based on Christian Obermayr's outstanding Master’s thesis, defended in 2013 at the University of Innsbruck, Austria.

Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. The Encyclopedia encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 11, namely “Make cities and human settlements inclusive, safe, resilient and sustainable” and contains the description of a range of terms, which allows a better understanding and fosters knowledge. Urban is the future, and slums are its reality. Sustainable development goals are directly and indirectly concerned about the increasing urbanization and the slums. Housing the urban poor and affordable housing to all are the national missions. Practically making these plans successful depends on a deep understanding of urban issues and proper methodology and technology to handle it. The participatory slum mapping, cellular automata slum model, housing demand analysis, and the spatial decision support system demonstrated in the book help in monitoring and managing the slums and thus lead towards a slum-free India.

Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.

It figures out that the experience of Liaoning province is relatively successful and can be of great significance for developing countries and regions. The issue of slums is a huge challenge in the process of global urbanization. The population living in slums is 0.8 billion worldwide and the number is still growing. International organizations (e.g., the World Bank) and relevant countries have been working on the rebuilding of slums but only a few succeeded. In recent years, since some scholars believe that government should play dominant role in slums rebuilding, Liaoning province has developed a systematical model in slums rebuilding from 2005. This model emphasizes the guidance of government, market functions and society involvement. With the application of the new model, Liaoning province has improved 2.11 million people’s living conditions from 2005 to 2010. By introducing the conditions, history, rebuilding process and rebuilding methods of Liaoning slums, this book provides new information and data for slum rebuilding decision makers and researchers.

Book excerpt: The urban built environment is a prime setting for microbial transmission, because just as cities serve as hubs for migration and international travel, components of the urban built environment serve as hubs that drive the transmission of infectious disease pathogens. The risk of infectious diseases for many people living in slums is further compounded by their poverty and their surrounding physical and social environment, which is often overcrowded, is prone to physical hazards, and lacks adequate or secure housing and basic infrastructure, including water, sanitation, or hygiene services. To examine the role of the urban built environment in the emergence and reemergence of infectious diseases that affect human health, the National Academies of Sciences, Engineering, and Medicine planned a public workshop. This publication summarizes the presentations and discussions from the workshop.
